        "content": "<p>Water leakage<\/p>\n<p>Water leakage is the most serious problem faced  by all water<br>\ncompanies in Indonesia.<\/p>\n<p>Since the capacity of production is limited and to set up a<br>\nnew installation inflicts high cost, leakage needs to be<br>\nprevented and reduced to the lowest level. And to overcome the<br>\nproblem, PDAM (the state-owned local water company) in Ciamis,<br>\nWest Java, has implemented two methods of dealing with the<br>\nproblem.<\/p>\n<p>1. Low cost and easily done--provide the bulk water meter to<br>\ndetect the first leakage; react immediately if there is a leak;<br>\ncontrol the installation and the equipment; control the daily<br>\ndistribution; cooperate with other agencies (state electricity<br>\ncompany, telecommunications and public works) in controlling the<br>\nexcavation near the pipe network; record the meters of consumers<br>\naccurately; train the bill maker; control the active consumers;<br>\nrecheck inactive consumers; control the illegal use of water; no<br>\nspecial treatment for certain consumers; improve the quality of<br>\nthe water pipe construction.<\/p>\n<p>2. High cost and difficult to do--the water meter; replace the<br>\nvalves; rehabilitate\/reconstruct the pipe network; provide an<br>\napparatus for detecting the leakage.<\/p>\n<p>By employing the first method we can reduce the leakage from<br>\n58.43 percent to 27.07 percent at the Ciamis branch, and from<br>\n40.91 percent to 12.59 percent at the Banjar branch.<\/p>\n<p>IWAN SUPRIADI<\/p>\n<p>PDAM<\/p>\n<p>Ciamis, West Java<\/p>",
