        "content": "<p>Wastebasket<\/p>\n<p>The dictionary defines a waste basket as a basket or other <br>\ncontainer for discarded waste materials. But it can also mean a <br>\nplace where you can express your complaints, criticisms, <br>\nprotests, grudges and accusations.<\/p>\n<p>When President Megawati Soekarnoputri on Feb. 12 described her <br>\ngovernment as a wastebasket she was of course not referring to <br>\nthe first meaning, that is, as a waste disposal container.<\/p>\n<p>Everyone knows that her government inherits difficult problems <br>\nthat were created by the New Order regime, which was severely <br>\ncorrupt, overly bureaucratic and displayed a sycophantic <br>\nattitude.<\/p>\n<p>Some people believe that whoever had occupied the presidency <br>\nafter Soeharto stepped down would have faced difficulties in <br>\ngoverning the country. The fall of B.J.Habibie and Abdurrahman <br>\nWahid from the presidency vindicated this belief.<\/p>\n<p>To get rid of the weak bureaucracy, the president has said <br>\nthat bureaucrats should not be desk-bound and not only report <br>\ngood news to their superiors. They should also report bad news, <br>\nas it is no use to only provide reports of positive developments.<\/p>\n<p>Even so, this is one of the risks facing the government in a <br>\nsituation where the old bureaucracy and style are still dominant. <br>\nIt is natural, therefore, that President Megawati called her <br>\ngovernment a wastebasket.<\/p>\n<p>But 'wastebasket' doesn't always have negative connotations as <br>\npeople can benefit from processing waste materials.<\/p>\n<p>-- Business Indonesia, Jakarta<\/p>",
