Global investors are facing heightened uncertainty due to escalating conflicts, including renewed US-Iran strikes, driving demand for new international financial centres. Indonesia's Finance Minister believes the newly legislated Pusat Finansial Internasional Indonesia (PFII) can capitalise on this, offering competitive tax incentives such as a potential 50-year income tax exemption. Credit Rating Indonesia notes the initiative could deepen the domestic financial market, though its success hinges on robust legal certainty and governance.

Jakarta, CNBC Indonesia – Finance Minister Purbaya Yudhi Sadewa has
revealed that global investors are currently gripped by high uncertainty
over where to place their capital in order to keep the wheels of the
economy turning.

The cause is the unrelenting warfare in various parts of the world,
including the Middle East, which has grown even hotter after the United
States and Iran resumed attacking each other with armed force.

According to Purbaya, this heightened need for safe havens for global
investment means demand for the development of a new international
financial centre is rising, prompting Indonesia to establish the
Indonesian International Financial Centre (PFII).

“We can see that the uncertainty hasn’t gone away — the US is still
attacking Iran. So there is demand for a new world financial centre, and
we want to take advantage of that,” said Purbaya on the sidelines of the
July edition of the state budget press conference at his office in
Jakarta, quoted on Thursday (23/7/2026).

“The higher the uncertainty, the higher the demand for a financial
centre. But if everything calms down and there’s peace, it becomes much
harder for us to compete,” he asserted.

To attract global investors’ funds into the PFII, the government is
providing tax facilities capable of competing with other world financial
centres. One concept under consideration is an income tax exemption
lasting up to 50 years.

“We are comparing business practices in similar places elsewhere, and
we are slightly more attractive because we are entering last — we are
competing with Singapore, Hong Kong, Dubai and others. If we aren’t more
attractive, they won’t come in,” he asserted.

With the tax and non-tax facilities the government will offer,
Purbaya is confident that global investors seeking a safe place to park
their capital could choose the PFII, following the passage of the PFII
bill into law at the DPR plenary session on 21 July 2026.

“I think with a proposal like that, we will be more attractive than
Dubai, Hong Kong and Singapore,” said Purbaya.

Purbaya’s remarks align with the assessment of PT Kredit Rating
Indonesia (KRI), which views the enactment of the PFII law as
potentially a strategic step in deepening the national financial market
and boosting Indonesia’s competitiveness as a destination for
international financial activity.

PT Kredit Rating Indonesia President Director Syaiful Adrian said the
presence of an international financial centre could open up
opportunities for increased investment, diversification of funding
sources, and the development of high value-added financial services.

“Conceptually, an international financial centre can bring together
investors, financial institutions, businesses and professional service
providers within a single integrated ecosystem. This has the potential
to improve the efficiency of financial intermediation while deepening
Indonesia’s financial market,” said Syaiful Adrian.

In his view, the experience of several international financial
centres shows that an integrated financial ecosystem can contribute
positively to capital market development and broaden financing options
for the business world.

Syaiful Adrian added that Indonesia possesses a number of economic
fundamentals supporting the development of an international financial
centre, from the large size of the domestic economy and a continuously
growing corporate base, to still-high long-term financing needs.

“Indonesia has a large domestic market and significant financing
needs. If developed properly, the PFII can become one of the means to
broaden funding alternatives for the productive sector and enhance the
competitiveness of the national financial services industry,” he
said.

Moreover, Indonesia’s growing integration with global financial
markets is seen as an important asset in attracting more international
investors and financial industry players.

Nevertheless, KRI believes the success of the PFII will be determined
not only by the establishment of institutions and financial districts,
but will also depend heavily on the quality of implementation and policy
consistency.

“Legal certainty, good governance, consistent regulation, credible
oversight, investor protection and ease of doing business will be the
main factors shaping market players’ confidence,” said Syaiful
Adrian.

In his view, market players’ confidence is an essential foundation
for international financial activity to grow in a healthy and
sustainable manner. KRI also believes the success of the PFII must be
measured by its impact on the real economy.

That impact includes the PFII’s ability to attract long-term
investment, broaden access to financing for the productive sector,
improve the quality of the domestic financial market, and strengthen
Indonesia’s position in regional and global financial networks.

“The success of the PFII will ultimately be judged not only by the
scale of financial activity it generates, but also by how far its
existence benefits the real sector and the national economy as a whole,”
said Syaiful Adrian.
",
