W. Sumatra governor resigns<\/p>\n
JAKARTA (JP): Minister of Home Affairs Syarwan Hamid said he
\nwill appoint a caretaker to replace West Sumatra Governor Muchlis
\nIbrahim, whose resignation was approved by President B.J. Habibie
\non Wednesday.<\/p>\n
\"The Director General for Administration and Provincial
\nAutonomy (Ryaas Rasyid) will deal with the matter,\" he said after
\nswearing in Zainal Bakar as West Sumatra deputy governor on
\nTuesday.<\/p>\n
Muchlis, who rejected Zainal's nomination, announced his
\nresignation in West Sumatra's capital Padang on Tuesday.<\/p>\n
He said Syarwan violated a ministerial rule by installing
\nZainal without his recommendation.<\/p>\n
\"The minister also intervened in the election of the
\nPayakumbuh and Padangpanjang mayors,\" Muchlis told The Jakarta
\nPost in Padang.<\/p>\n
\"If I have been insulted three times, it means (the minister)
\nwill continue to do so.\"<\/p>\n
Muchlis' public protest on Monday is considered the first of
\nits type by a governor.<\/p>\n
Syarwan denied he abused rules, saying input from councilors
\nand informal leaders should also be taken into account.<\/p>\n
As a rule the caretaker is the director general for
\nadministration and provincial autonomy. Ryaas said he would write
\nto the President to say he was too busy monitoring preparations
\nfor the June polls and deliberating bills on regional autonomy
\nand fiscal balance.<\/p>\n
Minister\/State Secretary Akbar Tandjung said Muchlis' protest
\nwas bizarre as Zainal had previously stated his willingness to
\nwork with the new appointee, adding the appointment was legal.
