W. Sumatra gets rights office<\/p>\n
PADANG, West Sumatra: The National Commission on Human Rights
\nopened a branch office here Saturday at a ceremony officiated by
\nZainal Bakar, secretary of the West Sumatra provincial
\nadministration.<\/p>\n
Antara said the ceremony was attended by Clementino Dos Reis
\nAmaral, the secretary general of the rights commission, and
\nRudini, former Home Affairs Minister.<\/p>\n
Amaral said the setting up of the institute in West Sumatra
\nwas aimed at expanding the human rights network across the
\ncountry. Although West Sumatra was the third province to have
\nsuch a institute after East Timor and Aceh, this did not mean
\nthat human rights violations in the province were rampant, he
\nsaid.<\/p>\n
\"The number of human rights violations in West Sumatra is
\nrelatively small, or even smaller than that of land disputes,\"
\nAmaral said.<\/p>\n
The presence of a human rights institute in each province was
\nimperative to maintain resilience and unity under the principles
\nof mutual respect and universal values, he said.<\/p>\n
He said the institute's aim was not to act as a perennial
\ncritic of the regional administration but to serve as the
\nlatter's working partner.<\/p>\n
\"On the other hand, although the institute is a working
\npartner of the government, it does not mean it must follow the
\nlatter's will,\" he said.<\/p>",
