Java, Banten respond poorly to reregistration<\/p>\n<p>Yuli Tri Suwarni, The Jakarta Post, Bandung, West Java<\/p>\n<p>The government&apos;s nationwide reregistration program for civil<br>\nservants has apparently received poor response from officials in<br>\nWest Java and Banten provinces.<\/p>\n<p>More than 50 percent of civil servants in the two provinces<br>\nhad yet to return their reregistration forms to authorities by<br>\nthe July 31 deadline.<\/p>\n<p>Dede Djunaedy, who heads the Regional III Office at the State<br>\nCivil Servants Agency (BKN) overseeing West Java and Banten, said<br>\nhere on Monday that only 213,876, or 47 percent, of around<br>\n453,000 civil servants in the two provinces had submitted their<br>\nforms.<\/p>\n<p>&quot;The geographic factor is the main problem as to why they<br>\n(civil servants) are reluctant to return the reregistration<br>\nforms. Many of them, particularly teachers, live in remote areas<br>\nthat lack access to transportation and communications<br>\nfacilities,&quot; he told The Jakarta Post.<\/p>\n<p>The absence of sanctions for those failing to return forms has<br>\nalso made the reregistration program less effective, Dede said.<\/p>\n<p>He said that although the deadline had passed, the Lebak<br>\nregency administration in Banten had not yet submitted data on<br>\nlocal officials who had returned the forms to his office.<\/p>\n<p>To address the problem, Dede said his office would take a<br>\nproactive stance and directly collect the forms from civil<br>\nservants in the two provinces.<\/p>\n<p>Provincial and central BKN offices had decided to extend the<br>\nsubmission deadline for civil servants in West Java and Banten<br>\nuntil the end of this month, he said.<\/p>\n<p>The nationwide reregistration program was launched by the<br>\nMinistry of Home Affairs in cooperation with the State Ministry<br>\nof Administrative Reforms in a bid to boost bureaucratic<br>\nefficiency in the country.<\/p>\n<p>Home minister Hari Sabarno said another objective of the<br>\nprogram was to screen civil servants in regards their loyalty to<br>\nthe unitary state of Indonesia.<\/p>\n<p>Asked how they would assess whether state officials were loyal<br>\nto the country, he said their answers on the forms would indicate<br>\ntheir loyalty.<\/p>\n<p>The program was initiated days after the central government<br>\nimposed martial law in troubled Aceh to crush the Free Aceh<br>\nMovement separatists, who were believed to have the tacit backing<br>\nof certain officials in the province.<\/p>\n<p>State Minister of Administrative Reforms M. Faisal Tamin said<br>\nsome 12,000 civil servants would be affected by the government&apos;s<br>\nefficiency measures following the reregistration program.<\/p>",
