Deputy Chairman of Commission III of the DPR, Ahmad Sahroni, has proposed that corruption suspects should be required to pay a substantial amount to the state if they wish to be placed under house arrest, in response to the viral case of Yaqut Cholil Qoumas, who was briefly transferred from KPK detention to house arrest. Sahroni noted that such arrangements are temporary, typically lasting only a few nights, and are already practiced in other countries, including neighbouring nations. The suggestion aims to establish clearer regulations for future cases, ensuring that privileges like house arrest come with significant financial accountability to the state.

JAKARTA, KOMPAS.com - Deputy Chairman of Commission III of the DPR,
Ahmad Sahroni, has proposed that corruption suspects must pay a large
sum to the state if they wish to become house detainees.

Sahroni made this statement in response to corruption suspect in the
Hajj quota case, Yaqut Cholil Qoumas, who went viral after being placed
under house arrest, despite previously being detained at the Corruption
Eradication Commission (KPK) detention centre.

“Actually (Yaqut becoming a house detainee) is quite normal. It’s
temporary in nature. Even if this is considered new, there must be
regulations in the future, as he (Yaqut) has already returned (to
detention),” Sahroni told Kompas.com on Tuesday (24/3/2026).

Sahroni explained that when a corruption suspect is placed under
house arrest, it is only temporary.

He stated that a person can be under house arrest for only two to
five nights.

Meanwhile, according to Sahroni, regulations requiring payment for
house arrest are already implemented in other countries.

“For example, in foreign countries, it’s the same. And the payment to
the state must be substantial. Many foreign countries apply such rules,
for example, our neighbours,” Sahroni added.

“Investigators have changed the type of detention for suspect YCQ,
from detention at the KPK Detention Centre to house arrest since
Thursday night (19/3/2026),” said KPK Spokesperson Budi Prasetyo in his
statement on Saturday (21/3/2026).

Budi said that this transfer is only temporary and complies with
Article 108 paragraphs (1) and (11) of Law No. 20 of 2025 on the
Criminal Procedure Code.

“Indeed, tomorrow there is already a scheduled request for
information from the person concerned,” said Deputy for Enforcement and
Execution of the KPK, Asep Guntur Rahayu, when giving a statement at the
KPK’s Red and White Building on Tuesday (24/3/2026).

Yaqut himself was imprisoned for approximately one week. He was
officially detained by the KPK since Thursday night (12/3/2026).

Yaqut is charged under Article 2 paragraph (1) or Article 3 of Law
No. 31 of 1999 on the Eradication of Criminal Acts of Corruption.
",
