Violating night spots to be shut down<\/p>\n
JAKARTA (JP): The public order office will continue taking
\nfirm action against establishments that violate city regulations.<\/p>\n
Kusaeni Budiantoro, who heads the office, said yesterday that
\nhis office will not act based on the common procedure, which
\nrequires the office to issue three warnings before closing down
\nan establishment.<\/p>\n
\"We cannot tolerate them any longer. I have told the owners
\nthat I am serious about this thing, and my office will no longer
\nplay by the rules,\" Kusaeni said.<\/p>\n
He added that last week, three discotheques -- Scorpion on Jl.
\nWahid Hasyim, Central Jakarta, HZ in Lokasari shopping complex,
\nWest Jakarta and Cleopatra in Sunter, North Jakarta -- were
\nclosed down for violating operation hours.<\/p>\n
He also said his office plans to close down three other
\nestablishments -- Zona, Hot Pen and Hailai -- as soon as a police
\ninvestigation is completed.<\/p>\n
\"We will close down the establishments if the investigation
\nshows the management was involved in the cases,\" he said.<\/p>\n
Zona is under investigation after police discovered several
\nEcstasy pills during a recent raid. Hot Pen discotheque is under
\ninvestigation for being used as a brothel. Police confiscated a
\ngun as well as Ecstasy pills from guests at the Hailai
\nrestaurant.<\/p>\n
When asked why many establishments seemed to ignore the
\nwarnings and continued violating the regulation, Kusaeni said it
\nappeared that the managements took the threat lightly.<\/p>\n
\"Maybe they don't believe that I will actually do it because
\nin the past, a threat was probably just a bluff,\" he said.<\/p>\n
Kusaeni cited action taken against the owner of the Ganesha
\ndiscotheque as an example. His office had no other choice but to
\nrevoke its permit.<\/p>\n
The office revoked the operation permit of the Ganesha
\ndiscotheque and confiscated its electrical equipment. The owner
\nwas prohibited from reopening such a business in Jakarta.<\/p>\n
\"We are tired of such businessmen. We had given them chances
\nto avoid such punishment, but they just did not understand,\" he
\nsaid.<\/p>\n
There are a total of 3,174 establishments in Jakarta,
\nconsisting of bars, pubs, billiard centers, discotheques and
\nmovie theaters.<\/p>\n
The public order office has been increasing its activities in
\nsupervising establishments, as many of them are being used for
\ndrug trafficking.<\/p>\n
In April, the office inspected a total of 2,487
\nestablishments. It closed down 179 and warned 90 others. In May,
\nit inspected a total of 769, closed down 38 and warned 10 others.<\/p>\n
There are three offices responsible for the establishments, as
\nowners should obtain at least three permits from the police and
\nthe city public order and tourism offices.<\/p>\n
Each of the offices is responsible for supervising
\nestablishments and takes firm action against those found
\nviolating the regulation. Most of the time, the offices are
\nworking together in cracking down on such delinquent
