        "content": "<p>Vietnam's postal service<\/p>\n<p>HANOI (AFP): Ho Chi Minh City is planning to set up a private<br>\npost and telephone service in a further step towards shaking up<br>\nVietnam's lumbering state communications monopoly, a report said<br>\nyesterday.<\/p>\n<p>The proposed joint stock company will operate limited postal<br>\nand telephone services initially within the southern economic<br>\ncenter and neighboring provinces, the Tuoi Tre newspaper said.<\/p>\n<p>Saigon Postal and Telecommunications Services Co. \"will<br>\npromote stiff competition and end the current monopoly in this<br>\narea,\" said Nguyen Van Huan, deputy chairman of the city's<br>\nPeople's Committee.<\/p>\n<p>With an initial capital of US$1.4 million, the company is to<br>\nbegin operating 100 telephone circuits within the city and 10 in<br>\neach province from September.<\/p>\n<p>Vietnam announced in May that it would scrap its telephone<br>\nmonopoly and allow a military-owned firm to set up a rival<br>\nnetwork in the lucrative sector.<\/p>",
