        "content": "<p>Vietnam scheduled to discuss reforms<\/p>\n<p>HANOI (AFP): The Central Committee of Vietnam's ruling<br>\nCommunist Party will hold a key plenum this week to discuss two<br>\ncrucial topics: economic reforms and the question of succession<br>\nof party chief.<\/p>\n<p>But the country's highly secretive decision-making process<br>\nremains as opaque as ever -- Vietnam does not officially announce<br>\nthe plenum until after it closes -- and the party's commitment to<br>\npush ahead with much needed reforms is far from certain,<br>\nobservers say.<\/p>\n<p>The 170-member committee is expected to begin its closed door<br>\nsession today and where it will thrash out the thorny questions<br>\nof leadership and reform until Dec. 30.<\/p>\n<p>Foreign observers say the meeting could be a turning point in<br>\nVietnam's political and economic fortunes, as it will show<br>\nwhether recent promises on reform are genuine or whether the<br>\ncountry will remain in policy gridlock.<\/p>",
