Validity of KPU computerized results queried<\/p>\n
JAKARTA (JP): The Jakarta Provincial Elections Committee has
\nquestioned the validity of data used by the General Elections
\nCommission (KPU) in its ballot tally for the House of
\nRepresentatives.<\/p>\n
Djafar Badjeber, chairman of the polls committee, said on
\nTuesday it was a surprise that KPU managed to update ballot
\ncounting in the city without having to seek reports from polling
\ncommittees in district and subdistrict levels.<\/p>\n
\"KPU should have based its computerized vote counting on
\nreports from subdistrict polling committees, but things have gone
\nthe other way around with us receiving the information from KPU,\"
\nDjafar said.<\/p>\n
According to the original procedure issued by KPU, results of
\nthe ballot counting from polling places would be released for
\nfurther processing only after being endorsed by subdistrict
\nelection committees.<\/p>\n
\"All subdistrict election committees were scheduled to meet to
\nendorse the ballot counting results only on Tuesday, so how could
\nKPU release votes tallied beforehand?\" he said.<\/p>\n
According to KPU regulation, the ballot counting team is
\nallowed to access data directly from subdistrict polling
\ncommittees and enter it into computers. It takes KPU longer to
\nprocess the counting if it uses a manual and traditional system
\nbecause the data must go to the district, regional, provincial
\nand national polling committees respectively before being
\nannounced by KPU.<\/p>\n
Despite the question, Djafar said the polling committee would
\nnot further the complaint to KPU.<\/p>\n
At 3:15 p.m. Tuesday, the Indonesian Democratic Party of
\nStruggle (PDI Perjuangan) earned 1,425 votes for the House of
\nRepresentatives and 1,410 for city council. National Mandate
\nParty (PAN) was second with 809 votes for the House and 784 for
\ncity council. Golkar Party ranked third with 432 votes for the
\nHouse and 435 for city council. The United Development Party
\n(PPP) was fourth with 262 votes for the House and 252 vote for
\ncity council.<\/p>\n
Normalcy<\/p>\n
The capital city returned to normal on Tuesday as millions of
\nJakartans went back to work. Traffic congestions were seen on the
\ncity's main streets, including Jl. Thamrin, Jl. Sudirman, Jl.
\nKramat Raya and Jl. Jatinegara.<\/p>\n
Public buses and minivans reappeared on streets. Shops and
\nshopping centers, including those in the Chinatown areas of
\nGlodok and Mangga Dua, West Jakarta, were also reopened.<\/p>\n
Meanwhile, police continued the questioning of five men in
\nconnection with the Monday burning of a polling place in the
\nTangerang, West Java village of Kemuning.<\/p>\n
The men were questioned as witnesses, according to city police
\nspokesman Lt. Col. Zainuri Lubis.<\/p>\n
The witnesses, all Kemuning residents, were identified as
\nMurta, Hamidi, Ahyali, Komari and Johani, and were arrested a few
\nhours after Monday's incident.<\/p>\n
Lubis said the five men were among dozens of residents who
\narrived in a truck at Kresek district office at about 10 a.m., to
\nprotest the polling committee's decision to deny them entry to
\nthe polling place.<\/p>\n
The angry residents returned to the polling place and set at
\nleast 550 ballots, the ballot boxes and polling booths erected in
\nthe village on fire.<\/p>\n
In a related development, the Independent Election Monitoring
\nCommittee (KIPP) announced a vast range of violations took place
\nduring Monday's balloting across Greater Jakarta.<\/p>\n
In a report made available to The Jakarta Post on Tuesday,
\nKIPP listed 115 violations, ranging from damaged ballot boxes to
\ninappropriate polling booths.<\/p>\n
The violations were found during KIPP volunteers' monitoring
\nof a number of polling places in the capital city and in
\nneighboring Depok, Bekasi and Tangerang. There were also reports
\nfrom both people and police.<\/p>\n
In the report, KIPP also identified the violators, who
\nincluded polling committee members, party supporters, voters and
\nsecurity personnel.<\/p>\n
Damaged ballot boxes were found at polling place number 17 in
\nCempaka Putih subdistrict, Central Jakarta and in Srengseng, West
\nJakarta.<\/p>\n
Washable ink was reported in Menteng and Kebon Kosong
\nsubdistricts in Central Jakarta, Tomang subdistrict in West
\nJakarta, Kebon Manggis subdistrict in East Jakarta, North Kota
\nBambu subdistrict in North Jakarta and Pondok Pucung and Cimone
\nsubdistricts in Tangerang.<\/p>\n
KIPP volunteers also found supporters of United Development
\nParty holding street rallies at Kwitang and Harapan Mulya
\nsubdistricts in Central Jakarta during election day.<\/p>\n
The nongovernment poll watchdog also complained that some of
\nits volunteers were denied access by subdistrict polling
\ncommittees in Tanjung Duren, Jatipulo, Palmerah and Kapuk Depan
\nsubdistricts, all in West Jakarta. (ind\/jun)<\/p>",
