        "content": "<p>U.S.-Vietnam trade talks<\/p>\n<p>HANOI (AP): The seventh round of talks aimed at reaching a<br>\ntrade agreement between the United States and Vietnam open<br>\nMonday.<\/p>\n<p>Both sides have expressed cautious optimism for real progress<br>\nat the session, which is scheduled for five days.<\/p>\n<p>Six rounds of talks have gone on for almost three years.<br>\nWashington says they have stalled because of Vietnam's<br>\nunwillingness to open up its markets.<\/p>\n<p>There have been recent strains in relations over Vietnam's<br>\ndecision to refuse Most Favored Nation trade status for U.S.<br>\ngoods because there is no trade pact.<\/p>\n<p>That resulted in a 50 percent surcharge being imposed on<br>\nimports of U.S. products as of Jan 1. But Vietnam has since<br>\nwaived the fee in what it called a goodwill move.<\/p>",
