        "content": "<p>U.S. urged to retaliate against Japan<\/p>\n<p>WASHINGTON (Reuter): Northwest Airlines has asked the U.S.<br>\nDepartment of Transportation to retaliate against Japan for<br>\nrefusing to honor Northwest's treaty rights to begin new service<br>\nto Indonesia.<\/p>\n<p>The complaint, which urges Washington to cancel immediately<br>\nJapan Air Lines' twice-a-week service to Sao Paolo, Brazil, via<br>\nLos Angeles, follows the breakdown of aviation talks between the<br>\nU.S. and Japan on Friday. No new talks were scheduled.<\/p>\n<p>Northwest said Japan had failed to honor its bilateral<br>\ncommitments by failing to authorize the service.<\/p>\n<p>\"If Japan does not allow Northwest to commence operations next<br>\nweek, Northwest will be forced to cancel the service for the<br>\nremainder of the summer season. The need for action by the DOT,<br>\ntherefore, is urgent and immediate,\" the complaint said<br>\nWednesday.<\/p>\n<p>July 1 was the deadline under provisions in the existing 1952<br>\nair agreement for Japan to agree to the Northwest request to<br>\nextend service, as well as a request by Federal Express Co. to<br>\nextend its cargo rights to new Asian cities.<\/p>\n<p>In the failed talks, U.S. officials reiterated their desire to<br>\nnegotiate a more expansive air pact between the two countries as<br>\nsoon as Japan authorized U.S. services allowed under the 1952<br>\npact.<\/p>\n<p>By July 8, Japan was to agree to a United Airlines UAL request<br>\nfor expanded service between Los Angeles and Tokyo.<\/p>\n<p>Transportation Secretary Federico Pena on Friday said<br>\nWashington would now consider its options after the talks broke<br>\ndown. No comment was immediately available from the<br>\nTransportation Department on the Northwest complaint.<\/p>\n<p>Northwest also urged Pena to reject an application by Japan<br>\nAir Lines to operate a Hiroshima-Honolulu service once a week on<br>\nany basis, scheduled or chartered.<\/p>\n<p>Northwest had scheduled service from Seattle to Osaka to<br>\nJakarta three times a week, beginning July 1, and a DC-10-30<br>\naircraft and flight crews had already been dedicated to the<br>\nroute.<\/p>\n<p>Northwest said it had been forced to cancel the service<br>\ntemporarily despite having sold a substantial number of tickets<br>\nfor the initial flights.<\/p>\n<p>The Jakarta route is an extension of Northwest's current<br>\nSeattle-Osaka service and would have been the only service from<br>\nthe mainland United States to Indonesia by a U.S. carrier.<\/p>",
