        "content": "<p>A United States federal judge has ordered the dismissal of a criminal\ncase against Turkish state-owned bank Halkbank, which was charged with\nviolating sanctions on Iran. The case was dropped after Halkbank\ncompleted a compliance review.<\/p>\n<p>US District Judge Richard Berman signed a \u2018nolle prosequi\u2019 order\nrequested by US Attorney Jay Clayton to dismiss the case against Turkiye\nHalk Bankasi. US prosecutors had indicted the bank in 2019 on suspicion\nof involvement in a multibillion-dollar money-laundering scheme using\nIranian oil and natural gas proceeds that breached sanctions on\nTehran.<\/p>\n<p>The Department of Justice had charged Halkbank with six counts of\nfraud, money laundering, and sanctions violations in what it described\nas one of the most serious sanctions evasion cases it had ever seen. In\nMarch, the Department of Justice announced a deferred prosecution\nagreement with Halkbank, under which it would dismiss the case following\na successful compliance review of the bank\u2019s programmes.<\/p>\n<p>US officials cited Turkey\u2019s assistance in securing the release of\nIsraeli hostages in Gaza and a ceasefire in the war-torn Palestinian\nterritory. In a joint request to Judge Berman on 10 June, signed\nalongside Halkbank\u2019s counsel, US Attorney Clayton stated that the bank\u2019s\ncompliance obligations \u2018have been satisfied,\u2019 according to a 12-page\nletter.<\/p>\n<p>To meet the terms of the deferred prosecution agreement, Halkbank\nengaged the Turkish affiliate of accounting firm Ernst &amp; Young to\nreview the bank\u2019s compliance programme and examine whether any\ntransactions benefited Iran or Iranian persons or entities.
