Hamilton, Canada \u2014 The US envoy to the UN, Mike Waltz, on Thursday 12\nMarch accused Russia and China of obstructing the UN body responsible\nfor monitoring sanctions against Iran to shield Tehran from\ninternational oversight.<\/p>\n
Calling for an end to \u201cfeigned concern\u201d in the process, Waltz told\nthe Security Council during a mandatory meeting of the Sanctions\nCommittee 1737 that \u201cthe reality is that Russia and China do not want\nthis committee because it will continue to protect their partner,\nIran.\u201d<\/p>\n
Established in December 2006, the committee is obliged to report its\nactivities to the Council every 90 days.<\/p>\n
The session opened with Russia\u2019s UN envoy, Vassily Nebenzia, urging a\nprocedural vote to reject the meeting. Nebenzia argued that the E3 \u2014 the\nUK, France and Germany \u2014 had no right to activate the \u201csnapback\u201d\nmechanism and criticised the US for withdrawing from the Joint\nComprehensive Plan of Action (JCPOA) in 2018.<\/p>\n
China\u2019s envoy, Fu Cong, expressed support for the procedural motion,\ncalling the E3\u2019s activation of the snapback mechanism procedurally and\nlegally flawed.<\/p>\n
On 28 August 2025, the E3 announced the activation of the \u201csnapback\u201d\nmechanism to reimpose UN sanctions against Iran, accusing Tehran of\nnon-compliance with the 2015 nuclear agreement following the US\u2019s\nunilateral withdrawal from the deal in 2018.<\/p>\n
Israel, the US and several European nations accuse Iran of seeking to\ndevelop nuclear weapons, whilst Tehran insists its nuclear programme is\npurely peaceful, intended for power generation and civilian use.<\/p>\n
Waltz rejected these allegations, stating that the \u201cobstruction\u201d was\n\u201cbased on dishonest and unfounded reinterpretation of events,\u201d and that\nRussia and China have maintained military trade ties with Iran that\nviolate UN resolutions.<\/p>\n
\u201cGiven this, the United States will continue to work to ensure Iran\ncan no longer hold the world hostage with its missile programme, drones,\nand of course not its nuclear programme,\u201d Waltz told the Council.<\/p>\n
Nebenzia accused the US, currently holding the Security Council\npresidency, of committing a \u201clegal breach.\u201d<\/p>\n
\u201cThe Russian Federation sees no reason to reactivate the Security\nCouncil Committee 1737,\u201d he said.<\/p>\n
\u201cWe deeply regret that Western delegations insist on attempting to\nlegalise their claims,\u201d he added.<\/p>\n
He argued that Russia and China \u201chave made every effort\u201d to avoid\ncomplex legal and procedural situations during the intense dispute over\nthe \u201creactivation\u201d (snapback) mechanism.<\/p>\n
Nebenzia contended that the US \u201chas no legal basis to raise the issue\nof reactivating the anti-Iran Security Council resolution and restoring\nCommittee 1737.\u201d<\/p>\n
China\u2019s envoy Fu Cong said he would not comment on Committee\n1737.<\/p>\n
\u201cThe United States and Israel must immediately cease their military\noperations, refrain from attacking Iran\u2019s nuclear facilities under IAEA\n(International Atomic Energy Agency) supervision, avoid further\nescalation of tensions and prevent conflict from spreading throughout\nthe Middle East,\u201d he said.<\/p>\n
