A number of organisations grouped under the Indonesian Poor People\u2019s\nNetwork (JRMI) are requesting that the Agrarian Reform Bill accommodate\nvarious agrarian cases occurring in urban areas.<\/p>\n
Guntoro Gugun Muhammad, the Advocacy Coordinator for the Urban Poor\nPeople\u2019s Consortium and representative of the coalition, assessed that\ncurrent agrarian regulations only include cases in rural areas.<\/p>\n
\u201cWe have encountered cases in many regions where local governments\nconsider agrarian reform to be strictly for villages,\u201d said Guntress\nduring a meeting regarding the Agrarian Reform Bill at the parliamentary\ncomplex, Jakarta, on Thursday (10\/9).<\/p>\n
\u201cTherefore, we are still striving, and we hope this Bill can also\nencourage the accommodation of urban needs,\u201d he added.<\/p>\n
In fact, Guntoro explained that agrarian cases in urban areas have\nbeen equally complex. He cited various issues ranging from\ndiscrimination regarding land rights and spatial planning to\nevictions.<\/p>\n
\u201cIn the city, we face enforcement and evictions under the pretext of\nnot having rights. Therefore, we hear that the plan for this Agrarian\nReform Bill is very supportive,\u201d he said.<\/p>\n
On the other hand, quoting data from the Indonesian Central\nStatistics Agency (BPS), Guntoro noted that the current population\nliving in urban areas is significantly larger. Consequently, the\nperception that agrarian reform is only for rural areas must change.<\/p>\n
Guntoro also highlighted suburban populations living on the fringes\nof cities, such as near railway tracks, rivers, and coastal areas. He\nnoted that these people reside there not due to state guarantees, but\nthrough their own community groups.<\/p>\n
\u201cThis is often overlooked: they do not have land or legal certainty.\nAs a result, the approach taken is often simply to enforce order\/evict\nthem,\u201d he said.<\/p>\n
\u201cI believe that the perspective of agrarian reform must also\naccommodate urban areas, as it is vital to address ongoing\nurbanisation,\u201d Guntoro added.<\/p>\n
The Agrarian Reform Bill was passed in a plenary session of the House\nof Representatives (DPR) earlier this week as an initiative from the\nlegislative body to be enacted into law.
