        "content": "<p>Urban infrastructure needs better incentives<\/p>\n<p>Owing to rapid urbanization, the need for urban infrastructure<br>\nwill continue to rise, therefore the government needs to<br>\ninvigorate regulatory frameworks and offer better incentives to<br>\nattract investment into the urban sector.<\/p>\n<p>J. Scott Younger, commissioner at Glendale Partners who<br>\nprovide project management and finance advisory services,<br>\npredicted on Tuesday that by 2025 Indonesia's population would be<br>\n55 percent urban, from about 35 percent in 2001.<\/p>\n<p>This continued urbanization would force the expansion of<br>\nexisting major cities, including Jakarta, Semarang, Surabaya,<br>\nMedan, Batam, Balikpapan, Samarinda, Makassar and towns in<br>\nsouthern Bali.<\/p>\n<p>\"That needs long-term masterplanning for key expanding urban<br>\nareas, but that basically does not exist today,\" Younger told<br>\nbusinesspeople at the Australia Indonesia Business Conference.<\/p>\n<p>Such rapid urbanization will automatically open business<br>\nopportunities in various sectors in those cities to cater to the<br>\nneeds of rising urban populations.<\/p>\n<p>They include opportunities in service industries, property,<br>\nconstruction, and operation and maintenance of infrastructure.<\/p>\n<p>Urban infrastructure dominates in the government's list of 91<br>\nprojects offered to local and global investors earlier this year,<br>\nwith 37 projects for toll roads and 24 for the water sector, to<br>\nname a few.<\/p>\n<p>The offering of these toll road and water sector projects was<br>\nmade possible with the passage of road and water laws last year.<br>\nNevertheless, Younger expressed his concern that the water law<br>\nmight be invalidated by the Constitutional Court, as happened<br>\nwith the electricity law.<\/p>\n<p>\"There was progress made both in the road and water laws last<br>\nyear, and we must go forward and not back because water is<br>\ncritical,\" he said. \"If the Constitutional Court screws things<br>\nup, then the whole thing will go back, and this will be a<br>\ndisaster.\"<\/p>\n<p>Therefore, the government needs to anticipate this and devise<br>\nalternative ways to protect investors.<\/p>\n<p>The government should also start thinking about attracting<br>\nearly investment in all forms of transportation facilities around<br>\nmajor conurbations, especially Jakarta and Surabaya. -- JP\/Riyadi<br>\nSuparno<\/p>",
