Name, address, family status,\nand education level appear necessary only when an individual requires\ndocuments for school, banking, employment, or government services.<\/p>\n<p>However, behind those columns lies a picture of the people who are\nthe targets of development.<\/p>\n<p>Therefore, when a citizen has completed university education but\ntheir education level in the Family Card is still recorded as primary,\njunior high, or senior high school, the issue does not stop at\nadministrative discrepancy. Outdated data can result in the face of\ndevelopment read by the government not fully reflecting the actual\ncondition of society.<\/p>\n<p>Such phenomena are still found in the city of Surabaya, East Java.\nThe Surabaya City Government is encouraging residents to update their\neducational data in population documents so that the stored information\naligns with their life progress. This step is vital because population\ndata is linked to various indicators of human development.<\/p>\n<p>This is where updating the Family Card finds a broader meaning.\nUpdating a single piece of personal information means helping to ensure\nthat the government operates with a picture of the population that is\nmore consistent with actual circumstances.<\/p>\n<p>Surabaya possesses strong human development capital. The Central\nBureau of Statistics (BPS) recorded Surabaya\u2019s Human Development Index\n(HDI) reaching 85.65 in 2025, an increase of 0.96 points or 1.13 per\ncent compared to 2024, which stood at 84.69.<\/p>\n<p>This increase occurred across all dimensions of the HDI, namely\nlongevity and healthy life, knowledge, and an adequate standard of\nliving.<\/p>\n<p>That figure represents a pleasing achievement. However, a high number\ndoes not automatically mean that all data forming the basis of policy is\nperfect. Indeed, the more complex a city\u2019s development becomes, the\ngreater the need for data that is up-to-date, detailed, and\nreliable.<\/p>\n<p>Population data, therefore, transforms from mere administrative\narchives into the social infrastructure of development.<\/p>",
