        "content": "<p>PROMOVENDA of the Doctoral Programme in Civil Engineering at\nTarumanagara University (Untar), Rafama Dewi, presented her dissertation\ntitled \u2018Programme Management Model for Megaprojects: A Case Study of\nDevelopment Projects within the Ministry of Public Works and Public\nHousing in the Nusantara Capital City (IKN)\u2019 during an open doctoral\nexamination in Jakarta on Tuesday (30\/6). The research was motivated by\nRafama Dewi\u2019s involvement in preparing the Basic Design Package for one\nof the areas in IKN. This experience raised various questions regarding\nthe effectiveness of construction management in large-scale and complex\nprojects. \u2018From there, we explored what the common thread is that needs\nto be improved to enhance the performance of the IKN project as a\nnational-scale area development. Through literature reviews and existing\ntheories, the research objective was formulated to create an adaptive\nprogramme management model for megaprojects,\u2019 said Rafama Dewi.\nAccording to her, the novelty of the developed model is not to replace\nthe existing programme management system, but rather to strengthen the\ncurrent functions and mechanisms so they operate more effectively. \u2018The\nnovelty of this programme management model does not mean replacing the\nexisting programme management. Instead, this model strengthens the\nprogramme functions and mechanisms that are currently being\nimplemented,\u2019 she stated. Rafama explained that although the research\nuses IKN as an empirical context, the resulting model is generic and can\nbe applied across various development sectors, both public and private.\n\u2018IKN in this research serves as an empirical representation. However,\nthe resulting model can be generalised and implemented in other sectors,\nwith adjustments to their respective contexts,\u2019 she said. She assessed\nthat one of the main challenges in large-scale projects is ensuring\ncoherence or integration between work packages that run concurrently. So\nfar, success is often measured only within individual work packages\nwithout considering the impact on other interrelated packages. \u2018When\nconstruction activities are carried out simultaneously, integration\nbetween these work packages is necessary. The integration function\nactually already exists, but the implementation mechanism has not been\nrunning optimally,\u2019 she explained. Furthermore, she noted that project\nplanning is generally well-prepared. However, the biggest challenge lies\nin synchronising the planning stage with field execution. \u2018What\nsometimes happens in development is that each work package runs\nindependently. In fact, the success of one package must be accompanied\nby the success of other adjacent and interdependent packages. When one\npackage does not run well, it means the integration mechanism function\nhas not been optimal,\u2019 she said. Through this model, Rafama offers an\nadaptive mechanism-based approach that acts as a connector to manage\nproject dynamics and reduce risks that arise during megaproject\nexecution. \u2018This model helps by strengthening the adaptive mechanism\nfunction. All dynamic aspects can be controlled and managed based on a\npriority scale without neglecting other aspects that must still be\naccommodated. Therefore, this adaptive function must be carefully\ndesigned,\u2019 she stated. The research results are expected to serve as a\nreference for managing national strategic projects and other\nmegaprojects in Indonesia, so that coordination, integration, and risk\ncontrol can run more effectively to support development success.<\/p>",
