        "content": "<p>Harry Endang Kawidjaja, an expert at the Ministry of Housing and\nSettlement (PKP), stated that developers and banks have been receiving\nregular notifications of data mismatches and early warning systems.\nTherefore, large-scale deviations almost certainly involve intentional\nactions by certain parties on the ground.<\/p>\n<p>\u201cIf numbers pile up, developers can\u2019t possibly be unaware. It could\nbe sales staff or KPR administrators manipulating things,\u201d Harry said in\nhis statement on Sunday, May 24, 2026.<\/p>\n<p>He made the remarks during a Media Discussion on Housing Finance\nInnovation for Informal Workers in Jakarta on Friday, May 22.<\/p>\n<p>According to Harry, banks already have risk mitigation mechanisms to\ndetect credit disbursement anomalies. When issues arise in a specific\narea or project, banks can immediately tighten disbursement\ncontrols.<\/p>\n<p>\u201cBanks are aware of this, and the mitigation is to reduce\ndisbursements in problematic areas,\u201d he said.<\/p>\n<p>He argued that cases of unscrupulous developers should not erode\npublic trust in the overall housing finance industry, given that the\nbanking sector is highly regulated, with all activities under regulatory\noversight and multi-layered monitoring systems.<\/p>\n<p>\u201cIt\u2019s like a single drop of ink spoiling a whole pot of milk.\nTherefore, the entire housing ecosystem must collectively safeguard the\nindustry,\u201d Harry added.<\/p>\n<p>Property analyst Marine Novita warned the public against being\ntempted to manipulate data to secure mortgage approvals, as such\npractices could harm consumers themselves.<\/p>\n<p>\u201cData manipulation is dangerous. Consumers shouldn\u2019t do that,\u201d Marine\nsaid.<\/p>\n<p>She also stressed that all stakeholders in the housing ecosystem must\nmaintain public trust in housing finance programmes that have helped\npeople access affordable homes legitimately.<\/p>\n<p>\u201cIf this continues, consumers may lose faith, and the industry will\nsuffer. Associations, developers, banks, and the entire ecosystem must\nwork together to protect this business,\u201d she added.<\/p>\n<p>Recently, cases of suspected housing finance irregularities have\nsurfaced in regions including Bali, Palembang, and Karawang. The methods\nvary, from alleged income data manipulation and using data inconsistent\nwith borrowers\u2019 actual conditions to indications of sales staff and KPR\nadministrators manipulating credit applications.<\/p>\n<p>Such conditions not only harm consumers but also affect banks, which\nmust maintain strict credit quality and governance.<\/p>\n<p>Analysts hope these cases will spur reforms in the national housing\nindustry\u2019s governance without dampening efforts to expand public access\nto decent housing through healthy and sustainable financing schemes.<\/p>",
