Unrest in Pasuruan<\/p>\n
Joint security forces comprising local soldiers and police
\nacted sternly against demonstrators who have resorted to criminal
\nactions by setting fire to two cars and ransacking houses.<\/p>\n
The unrest, which began on Nov. 15, was initially sparked by
\nsuspicions that waste discarded by PT Chell Samsung Indonesia (PT
\nCSI) has led to the decline of the shrimp population around
\nRejoso, in Pasuruan, East Java. However, after 60 demonstrators
\nwere interrogated, there was ground for suspicion that a third
\nparty was taking advantage of the situation. It turned out those
\nwho were interrogated were from elsewhere.<\/p>\n
The Pasuruan incident gives reason for apprehension because,
\naside from upsetting public order, it could negatively effect the
\npreparation for the onset of free trade.<\/p>\n
To offset rising labor costs in their countries of origin as
\nwell as with an eye on the availability of raw materials, many
\ndeveloped countries are looking for new sites to locate their
\nplants. Industries are relocating from the developed countries to
\nthe developing.<\/p>\n
The major considerations when deciding on a suitable location
\nare the availability of skilled labor at relatively low cost, the
\navailability of raw materials, a suitable communications
\ninfrastructure, transparent and consistent policies and a lenient
\ntaxation system. However, all these advantages are ineffectual
\nwithout political stability and the guarantee of security.<\/p>\n
What happened at PT CSI could be bad press for Indonesia as a
\npotential site for industrial relocation. This is all the more
\ntrue because PT CSI is part of a large global enterprise and
\nwhatever befalls it could swiftly become known to other major
\ncorporations.<\/p>\n
