        "content": "<p>'Unregistered school closures not simple'<\/p>\n<p>JAKARTA (JP): A suggestion to close down unregistered private<br>\ntechnical schools must consider the interests of students, an<br>\neducator and legislator said yesterday.<\/p>\n<p>J. Drost, former principle of the private Kanisius Senior High<br>\nSchool, said unregistered schools should be changed into other<br>\ntypes of high schools.<\/p>\n<p>\"Where are students supposed to get an education if their<br>\nschools are closed?\" he asked.<\/p>\n<p>Meanwhile member of the House of Representatives Sukowaluyo<br>\nMintorahardjo of the Commission IX for education said the<br>\ngovernment should survey the schools before closing them.<\/p>\n<p>The observers were commenting on a recent warning to<br>\nmanagement of unregistered technical schools by the director<br>\ngeneral of basic and middle education, Zaenal Arifin Achmady.<\/p>\n<p>Zaenal called on the Ministry of Education and Culture's city<br>\noffice to take steps against such schools.<\/p>\n<p>He said the school management told students to sit for final<br>\nexaminations at registered schools.<\/p>\n<p>Drost, also a lecturer at Atmajaya Catholic University, said<br>\nclosing unregistered technical schools would also mean closing<br>\nthe foundations that ran them.<\/p>\n<p>Announcing measures to immediately close down these schools<br>\nonly serves as a warning to their various managements to correct<br>\ntheir conduct, he said.<\/p>\n<p>Drost said only the police or the attorney's office could<br>\nclose schools.<\/p>\n<p>Both Sukowaluyo and Drost said it was important students were<br>\nnot placed at a disadvantage.<\/p>\n<p>Sukowaluyo said the survey of unregistered schools should also<br>\ntake into account the capacity of registered schools to receive<br>\nthe transferred students. The process should be gradual to avoid<br>\nharming student interests, he said.<\/p>\n<p>A gradual transfer would enable many, particularly third<br>\ngraders, to complete their studies, Sukowaluyo suggested.<\/p>\n<p>Drost said unregistered schools at least provided a place to<br>\nstudy for students who might not be accepted by other schools.<\/p>\n<p>However, technical schools should be changed into general high<br>\nschools or vocational schools, which need less investment;<br>\nrunning technical schools was much more costly, he said.<\/p>\n<p>According to data from the Ministry's city office only 37 of<br>\n107 privately-run technical schools have adequate equipment.<\/p>\n<p>Drost acknowledged students in poor schools could never study<br>\nseriously.<\/p>\n<p>He also said school managements were often only interested in<br>\ntheir student's money, rather than their education.<\/p>\n<p>Unconfirmed reports suggested students of unregistered<br>\ntechnical schools were notoriously involved in brawling.<\/p>\n<p>The Education and Culture Ministry said brawls in the city<br>\nmostly involve students of 50 senior high schools, 40 of which<br>\nare privately-owned technical high schools.
