'Unregistered school closures not simple'<\/p>\n
JAKARTA (JP): A suggestion to close down unregistered private
\ntechnical schools must consider the interests of students, an
\neducator and legislator said yesterday.<\/p>\n
J. Drost, former principle of the private Kanisius Senior High
\nSchool, said unregistered schools should be changed into other
\ntypes of high schools.<\/p>\n
\"Where are students supposed to get an education if their
\nschools are closed?\" he asked.<\/p>\n
Meanwhile member of the House of Representatives Sukowaluyo
\nMintorahardjo of the Commission IX for education said the
\ngovernment should survey the schools before closing them.<\/p>\n
The observers were commenting on a recent warning to
\nmanagement of unregistered technical schools by the director
\ngeneral of basic and middle education, Zaenal Arifin Achmady.<\/p>\n
Zaenal called on the Ministry of Education and Culture's city
\noffice to take steps against such schools.<\/p>\n
He said the school management told students to sit for final
\nexaminations at registered schools.<\/p>\n
Drost, also a lecturer at Atmajaya Catholic University, said
\nclosing unregistered technical schools would also mean closing
\nthe foundations that ran them.<\/p>\n
Announcing measures to immediately close down these schools
\nonly serves as a warning to their various managements to correct
\ntheir conduct, he said.<\/p>\n
Drost said only the police or the attorney's office could
\nclose schools.<\/p>\n
Both Sukowaluyo and Drost said it was important students were
\nnot placed at a disadvantage.<\/p>\n
Sukowaluyo said the survey of unregistered schools should also
\ntake into account the capacity of registered schools to receive
\nthe transferred students. The process should be gradual to avoid
\nharming student interests, he said.<\/p>\n
A gradual transfer would enable many, particularly third
\ngraders, to complete their studies, Sukowaluyo suggested.<\/p>\n
Drost said unregistered schools at least provided a place to
\nstudy for students who might not be accepted by other schools.<\/p>\n
However, technical schools should be changed into general high
\nschools or vocational schools, which need less investment;
\nrunning technical schools was much more costly, he said.<\/p>\n
According to data from the Ministry's city office only 37 of
\n107 privately-run technical schools have adequate equipment.<\/p>\n
Drost acknowledged students in poor schools could never study
\nseriously.<\/p>\n
He also said school managements were often only interested in
\ntheir student's money, rather than their education.<\/p>\n
Unconfirmed reports suggested students of unregistered
\ntechnical schools were notoriously involved in brawling.<\/p>\n
The Education and Culture Ministry said brawls in the city
\nmostly involve students of 50 senior high schools, 40 of which
\nare privately-owned technical high schools. (07)<\/p>",
