JAKARTA (JP): State Minister of Administrative Reforms Feisal
\nTamin said on Tuesday that the government was carefully
\nconsidering a plan to lay off unproductive civil servants.<\/p>\n
\"Layoffs are possible. But we have to consider it carefully as
\non one hand it would require a gigantic budget, and on the other
\nit might add to the number of unemployed,\" Feisal said in the
\nEast Java capital of Surabaya, as quoted by Antara, after
\nchairing a meeting with regents, mayors and high-ranking
\nofficials of the East Java provincial administration.<\/p>\n
He said the issue of laying off civil servants was a dilemma
\nfor the government.<\/p>\n
\"Actually, there would be no need to lay off these civil
\nservants if they were aware that they are paid by the people and
\nfelt responsible for the enhancement of public services,\" he
\nsaid.<\/p>\n
The minister said the idea of laying off civil servants was
\nfirst broached by Minister\/National Development Planning Board
\nchairman Kwik Kian Gie.<\/p>\n
Kwik reportedly suggested laying off unproductive civil
\nservants at a recent Cabinet meeting.<\/p>\n
\"The unproductive civil servants go to the office just to
\nchitchat. Paying them is a waste of state money, and on their
\npart it is a waste of opportunity to achieve something when they
\nwhile away their time talking,\" Kwik was quoted as saying.<\/p>\n
However, Feisal maintained that the number of civil servants
\nin Indonesia was not excessive.<\/p>\n
\"With a population of 23 million, Malaysia has 900,000 civil
\nservants. Indonesia has four million. So, by number, it is not
\nexcessive,\" the minister observed.<\/p>\n
Feisal said the only problem was that the number of civil
\nservants in Java was almost four times that of all of eastern
\nIndonesia.<\/p>\n
\"So there is a need to achieve proportional distribution.
\nCivil servants should be ready to work anywhere in the country,\"
\nhe said.<\/p>",
