PT Bank Tabungan Negara (BTN) has highlighted the lack of detailed data on Indonesia's housing backlog, which consists mainly of aggregate statistics without individual identities or addresses, hindering targeted efforts to meet housing needs. BTN's CEO Nixon Napitupulu compared the issue to the effective name- and address-based hajj queue system and suggested building a comprehensive database ecosystem for prospective homebuyers to register in advance. Internally, BTN is launching a 'Housing Clinic' initiative to allow people to register their housing needs, enabling better mapping of demand for 2026 and beyond.

BANDUNG, KOMPAS.com - PT Bank Tabungan Negara (BTN) assesses that the
housing backlog issue is not yet supported by detailed data. This
condition makes efforts to fulfil housing needs difficult to carry out
in a directed manner.

BTN’s President Director Nixon Napitupulu stated that the backlog
figures to date are still in the form of aggregate statistics. The data
has not been supplemented with identities of individuals in need of
housing.

“One, this backlog data is statistical data. The problem up to today
is the same: there is no data on who exactly the backlog people are.
Then where they are now, there is no by name, by address,” said Nixon in
Bandung on Thursday (9/4/2026).

“It is statistical counting that up to today, even when we want to
solve it, it becomes difficult,” he said.

BTN compares it to the hajj queue system. That system is already
based on names and addresses, making it easier to calculate waiting
times.

“In the hajj queue system, the government can directly measure how
many years it will take to complete. Because there is by name, by
address,” said Nixon.

“We must build an ecosystem database where the community registers
before buying a house,” he said.

This step is followed by BTN’s internal initiative. BTN’s Consumer
Banking Director Hirwandi Gafar stated that the company is preparing an
independent data collection system to map demand.

“BTN is creating a Housing Clinic. Making people come and register
where they need a house. So we know how many people need a house in
2026, and where they are,” said Hirwandi.
",
