        "content": "<p>UNICEF has provided evaluation notes on the previous Country\nProgramme Action Plan (CPAP) implementation to the Indonesian\ngovernment. These notes also serve as the basis for forming the CPAP\n2026-2030, titled \u201cTogether for Every Indonesian Child\u201d. CPAP is the\ncontinuation of long-standing cooperation between the Indonesian\ngovernment and UNICEF. The total budget for this programme is US$131\nmillion or Rp2.5 trillion. UNICEF Indonesia Representative Maniza Zaman\nstated that the first note is shifting from pilot programmes to system\nstrengthening. \u201cStrengthening the capacity of systems and institutions\nso that health, education, water and sanitation, child protection,\nsocial protection, nutrition, and food services become more effective,\nresilient, and inclusive,\u201d she said during her speech at the launch of\nCPAP 2026-2030 at the Bappenas Office in Jakarta on Monday (20\/4\/2026).\nThe second is shifting from data as an end to evidence-based\ndecision-making. \u201cPrioritising the strengthening of Indonesia\u2019s data\necosystem so that policies and investments are continuously based on\ntimely, detailed, and actionable evidence,\u201d Maniza added. Meanwhile, the\nthird note is leveraging Indonesia\u2019s decentralisation strengths for\nchildren\u2019s benefit. Maniza emphasised that the presence of\nrepresentatives from 13 provinces serves as a reminder that\ndecentralisation can bring decision-making and services closer to\ncommunities, families, and children. \u201cThis CPAP positions provinces and\nregencies\/cities as the core of programme implementation,\u201d she said. She\nstated that the combination of national and provincial-focused\napproaches will strengthen planning, budgeting, and accountability for\nchildren in the regions. \u201cUNICEF will collaborate with technical\nministries and the Ministry of Home Affairs to ensure that national\npolicies are translated into quality and equitable services for children\nthroughout Indonesia.\u201d The next note is shifting from inclusion as a\nprinciple to measurable inclusion outcomes. This involves embedding\ngender equality, disability inclusion, and equity in all sectors so that\nchildren in vulnerable situations are not only reached but prioritised.\nThe fifth is a stronger emphasis on climate resilience. The CPAP\nenhances climate resilience not as a standalone issue, but as an\nintegral part of child-focused systems. The final note is shifting from\nfinancing gaps to smarter investments. \u201cBuilding clear evidence so that\npublic spending is more adequate, efficient, fair, and impactful,\nincluding supporting innovative financing mechanisms and partnerships\nwith the private sector,\u201d Maniza added.<\/p>",
