Timor<\/p>\n<p>JAKARTA (JP): The United Nations is attempting to address the<br>\nproblem of armed civilian groups heightening tension in troubled<br>\nEast Timor, a UN official said on Saturday.<\/p>\n<p>\"There are problems to overcome, we are looking for ways to<br>\naddress the problems,\" Tamrat Samuel of the UN secretary-<br>\ngeneral's office was quoted as saying by AFP after meeting East<br>\nTimorese rebel leader Jose Alexandre \"Xanana\" Gusmao. The latter was<br>\nrecently moved to house arrest from the Cipinang penitentiary.<\/p>\n<p>Samuel said the three-hour talk included the issue of the<br>\narmed civilian groups.<\/p>\n<p>In the past week, two died in clashes among armed residents<br>\nsupporting independence, continued integration with Indonesia or<br>\na referendum.<\/p>\n<p>Last month, the government announced it would ask the People's<br>\nConsultative Assembly to consider separation for the province if<br>\nnegotiations on its offer for autonomy failed.<\/p>\n<p>East Timor governor Jose Abilio Soares called on Saturday for<br>\nthe responsible parties in both camps to meet on the issue of<br>\navoiding more violence from \"extreme groups\".<\/p>\n<p>All East Timorese should practice self-restraint while<br>\nnegotiations continued between Indonesia and Portugal, the former<br>\ncolonial power in the province, under the auspices of the United<br>\nNations.<\/p>\n<p>\"We should prevent the extreme groups from developing,\" he<br>\nsaid in Yogyakarta.<\/p>\n<p>Several parties have urged the confiscation of all weapons<br>\nfrom civilians, charging the military has equipped prointegration<br>\ngroups.<\/p>\n<p>Meanwhile, Antara reported from Dili on Saturday that 250<br>\nunarmed civilians were recruited to help police maintain<br>\nsecurity in the province.<\/p>\n<p>\"They are not armed with guns but they are equipped with<br>\nsticks, handcuffs and riot shields,\" Capt. Widodo DS, spokesman<br>\nfor the East Timor Police, said on Friday.<\/p>\n<p>He said they were stationed in Latem, Baucau, Viqueque, Aileu,<br>\nLiquica and Ambeno.<\/p>\n<p>Police plan to recruit 1,000 civilians to assist in security<br>\nmaintenance.
