        "content": "<p>UN resolution will hamper Timor talks<\/p>\n<p>JAKARTA (JP): Last week's resolution by the UN Human Rights<br>\nCommission criticizing Indonesia's human rights record in East<br>\nTimor will hamper efforts to revive talks with Portugal to<br>\nresolve the East Timor issue, the government said yesterday.<\/p>\n<p>The resolution, \"would inevitably impact unfavorably on the<br>\ncurrent efforts by the UN Secretary General to recommence the<br>\ntripartite dialog on East Timor,\" the Ministry of Foreign Affairs<br>\nsaid in a statement.<\/p>\n<p>\"Indonesia strongly rejects the resolution... because it<br>\ncontains totally unfounded allegations and misrepresentations.\"<\/p>\n<p>The resolution, proposed by the European Union, was adopted at<br>\nthe commission's annual meeting in Geneva Wednesday after a 20-14<br>\nvote. Russia and Japan were among 18 commission members that<br>\nabstained.<\/p>\n<p>The resolution was included in the commission's chairman final<br>\nstatement.<\/p>\n<p>\"Since Portugal and its supporters have consistently shown a<br>\ntendency to manipulate the contents of those chairman statements,<br>\naccusing Indonesia unfoundedly of non-compliance of these<br>\nstatements, Indonesia this year refuses to accept the chairman's<br>\nstatement again (because it) was completely one-sided and highly<br>\nintrusive,\" the statement said.<\/p>\n<p>The tripartite talks refer to the negotiations that Indonesia<br>\nand Portugal have held since 1983 under the auspices of<br>\nsuccessive UN secretary generals. Kofi Annan, secretary general<br>\nsince January 1, is exploring the possibility of reviving the<br>\ntalks that have been stalled since last June.<\/p>\n<p>The statement is the first official reaction from Jakarta to<br>\nthe resolution, which one local political observer has described<br>\nas detrimental to Indonesia's East Timor diplomacy.<\/p>\n<p>The former Portuguese colony was integrated into Indonesia in<br>\n1976, but the move has not yet been recognized by the United<br>\nNations which continues to regard Lisbon as the administering<br>\npower.
