UN mulls autonomy models for E. Timor<\/p>\n
UNITED NATIONS (AFP): United Nations officials are studying
\nautonomy models as they prepare a plan for East Timor to be put
\nforward at talks between Indonesia and Portugal, diplomats said
\nhere Tuesday.<\/p>\n
The diplomats said that UN officials are drafting concrete
\nautonomy proposals for East Timor that will be presented at the
\nambassador-level talks expected to take place next month.<\/p>\n
Among the models being examined by the United Nations are the
\nCook Islands, which are self-governing territories of New
\nZealand, the Dutch Caribbean territory of Aruba, and Hong Kong,
\nthe British-ruled colony which reverted to China in July last
\nyear.<\/p>\n
The diplomats said that the United Nations was expected to
\ninvolve East Timorese leaders on the draft proposals before they
\nwere finalized.<\/p>\n
Portuguese and Indonesian foreign ministers agreed after a
\ntwo-day meeting at the UN headquarters earlier this month to
\nfurther discuss Indonesia's proposal of granting East Timor
\nspecial autonomy in the hope of reaching an internationally
\nacceptable solution to the issue.<\/p>\n
Senior officials from both Portugal and Indonesia are
\nscheduled to meet again in New York by the end of September to
\ndiscuss Indonesian proposals for \"wide-ranging autonomy\" for East
\nTimor which will exclude foreign affairs, security and finance.<\/p>\n
They also said that the All-Inclusive Intra-East Timorese
\nDialog, which brings East Timorese leaders together, should meet
\nagain by the end of October 1998.<\/p>\n
Diplomats said on Tuesday that Austria had agreed to host a
\nnew round of the broad-based talks.<\/p>\n
The former Portuguese colony of East Timor was integrated as
\nIndonesia's 27th province in 1976 in a move which has remained
\nunrecognized by the United Nations.<\/p>",
