Two detained for 'provoking riot'<\/p>\n
JAKARTA (JP): Two men have been detained for their alleged
\ninvolvement in a riot Sunday in Duren Sawit, East Jakarta, where
\na house, an office, several stalls, five cars and a motorcycle
\nwere damaged.<\/p>\n
East Jakarta Police chief Lt. Col. Syahrir Kuba said yesterday
\nthat the two men, identified only as Al and D, were arrested for
\nallegedly provoking a crowd of residents.<\/p>\n
\"Al was believed to be the one who encouraged the crowd to
\nattack the house and a branch office of the Communication Forum
\nof Indonesian Veteran's Children (FKPPI),\" Syahrir told The
\nJakarta Post.<\/p>\n
He said the riot started about 1 a.m. Sunday following a
\ndispute between some members of the police-sponsored Neighborhood
\nCommunication System (Siskomas) -- who were also members of the
\nveteran's forum -- and local residents staging an illegal
\nmotorcycle race along Jl. RS Soekanto in Malaka Sari district.<\/p>\n
The incident was sparked after residents objected to the
\nSiskomas members attempting to stop the youths from speeding
\nalong the street, Syahrir said.<\/p>\n
\"The Siskomas activities are to help police maintain law and
\norder in their respective areas.<\/p>\n
\"So it's not strange that they tried to stop the race. Racing
\nalong the street is not allowed because it's dangerous not only
\nfor the participants but also for other people who use the
\nstreet.\"<\/p>\n
Syahrir rejected some press reports which stated earlier that
\nSiskomas members used samurai, pieces of wood and stones to force
\nthe motorcyclists off the street.<\/p>\n
\"That's not true. Apparently (the reporters) did not double
\ncheck the information they collected from local people with us.\"<\/p>\n
He also rejected reports that one of the alleged speedsters, a
\nlocal called Budi Agustianto, was killed by Siskomas personnel.<\/p>\n
The reports said that Budi, who did not wear a helmet, fell
\noff his motorcycle after being hit in the head by Siskomas
\nmembers. He died at Pondok Kopi Hospital in East Jakarta.<\/p>\n
Syahrir explained that Budi fell off his motorcycle because he
\nlost his balance after members of Siskomas blocked his path.<\/p>\n
He said he regretted the riot.<\/p>\n
\"They should not... vent their anger over the death of one of
