The Indonesian consumer institute (YLKI) deplores the use of
\nofficials from Bakorstanasda, the regional stability coordination
\nagency, to collect television levies.<\/p>\n
Mass collection of these levies should be based on legal
\nregulations, in the absence of which the community is entitled to
\nrefuse making the payment.<\/p>\n
Many members of the community have refused to pay TVRI levies
\nbecause the collection is based on a presidential decree and not
\non law.<\/p>\n
What the government should do is issue a law in support of the
\nTVRI levies instead of calling in Bakorstanasda. The involvement
\nof this agency shows that the government is reacting in a
\ndisproportionate way to solve the problem. It is feared that this
\naction will give rise to new problems.<\/p>\n
When a community becomes critical and law-conscious, a
\nsecurity approach is not the solution. Trying to intimidate the
\ncommunity into paying TVRI levies, by the inclusion of Armed
\nForces members, will only give rise to negative feelings toward
\nthe official personnel who stand on the right side of the law.<\/p>\n
Therefore the Armed Forces should ask themselves whether it is
\nright for them to be included if the action is only intended to
\nscare the community into paying the levies.<\/p>\n
YLKI is convinced that if the government has a legal basis for
\ncollecting TVRI levies, the community will pay them. After all
\nthe community is fairly obedient in paying other taxes which are
\nbacked by legal regulations.<\/p>\n
