        "content": "<p>JAKARTA, KOMPAS.com - Tulungagung Regent Gatut Sunu Wibowo forced\nnewly appointed regional officials or device organisations (OPD) to sign\ntwo statements that were later used to pressure them. \u201cFollowing the\nappointment, Mr Gatut asked the officials to sign resignation statements\nfrom their positions and as civil servants (ASN) if they were unable to\ncarry out the tasks and responsibilities given,\u201d said Deputy for\nEnforcement and Execution of the KPK, Asep Guntur Rahayu, during a press\nconference at the KPK\u2019s Red and White Building on Saturday (11\/4\/2026).\nThe appointments took place in December 2025. After the ceremony, the\nofficials were called one by one into a room without their mobile\nphones. They were instructed to sign the letters on stamp duty paper.\nHowever, the dates on the letters were left blank. In addition to the\nresignation statements, several officials were also asked to sign\nletters of absolute responsibility for budget management in their\nrespective work units. \u201cSo, there is absolute responsibility, where the\nindividual is fully accountable for any budget management issues that\noccur, and they were asked to sign that as well,\u201d Asep added. These two\nletters were used by Gatut to pressure the 16 existing OPDs. \u201cIf, for\nexample, the Regent feels\u2014or in this case, Mr Gatut feels\u2014that the work\nof the regional apparatus is not right or not loyal to him, he just\nneeds to fill in the date according to the current day,\u201d he explained.\n\u201cThose who are not aligned with the Regent face the threat of being\nremoved from their positions or even resigning from the ASN,\u201d Asep\nstated.
