He said his administration\u2019s new tariffs would\n\u2018replace\u2019 any trade agreement with the United States, \u2018whether already\nimplemented, signed, or not yet.\u2019 \u2018In addition, 100 PER CENT TARIFFS\nwill be imposed immediately if they proceed,\u2019 Trump wrote, without\ndetailing how the policy would be implemented, including the legal basis\nhe would use.
