        "content": "<p>Triple-tier transit project needs Amdal<\/p>\n<p>JAKARTA (JP): Lecturers and a city official have called on the<br>\ndeveloper of the triple-tier transit system -- to link Bintaro in<br>\nSouth Jakarta to downtown Kota in West Jakarta -- to fast-track<br>\nthe project&apos;s Environmental Impact Analysis (Amdal).<\/p>\n<p>Retno Soetaryono and Haswinar Arifin of the University of<br>\nIndonesia underlined yesterday the importance of transparency<br>\nbecause the project would affect a lot of poor people.<\/p>\n<p>&quot;Most of the residents to be affected by the project are those<br>\nliving along the railway tracks on which the project will be<br>\nbuilt,&quot; she said.<\/p>\n<p>&quot;All of those people may be illegal residents, but remember<br>\nthat the plots are their homes and their economic base too<br>\nbecause most of them are working in the informal sector.&quot;<\/p>\n<p>At least 707 families in 571 houses living along the tracks<br>\nwill reportedly be affected by the implementation of the first<br>\nphase of the project, from Ulujami in South Jakarta to Tanah<br>\nAbang in Central Jakarta.<\/p>\n<p>&quot;The developer must think about the social and economic impact<br>\nand be responsible for it,&quot; Retno said.<\/p>\n<p>The developer&apos;s primary concern should be finishing the<br>\nenvironmental analysis before proceeding with the project.<\/p>\n<p>&quot;I&apos;ll give you an example of how bad the state of our city is.<br>\nMany parts of Jakarta were inundated early this week after heavy<br>\nrain for only two days. To date we don&apos;t have any effective<br>\nsolution for the flooding.<\/p>\n<p>&quot;Now, imagine building such a big project without caring about<br>\nits environmental impact. What will happen? It will only create<br>\nnew problems for Jakarta.&quot;<\/p>\n<p>The groundbreaking ceremony for the Rp 6.2 trillion project<br>\nwas postponed last month for the third time as the city focused<br>\non the General Session of the People&apos;s Consultative Assembly from<br>\nMarch 1 to March 11.<\/p>\n<p>The triple-tier system will combine 23.65 kilometers of toll<br>\nroads, 22km of light-rail tracks and existing roads.<\/p>\n<p>PT Citra Moda Margakencana Persada -- a joint-venture company<br>\ncomprising PT Citra Lamtoro Gung Persada, owned by Soeharto&apos;s<br>\neldest daughter Siti Hardiyanti Rukmana, the state-owned railway<br>\ncompany (Perumka) and state-owned highway corporation PT Jasa<br>\nMarga -- is to develop the project.<\/p>\n<p>The system is expected to begin operation in 2001.<\/p>\n<p>Haswinar Arifin expressed his concern about the project&apos;s lack<br>\nof socialization and information provided to the people.<\/p>\n<p>&quot;Personally, I don&apos;t know a lot about the project. So what<br>\nwill happen to those innocent people who have never been told<br>\nabout this but who have to be evicted in the name of<br>\ndevelopment?&quot;<\/p>\n<p>E. Kosasih from the City Environmental Bureau also expressed<br>\nconcern about the project.<\/p>\n<p>&quot;The developer has submitted the framework of its<br>\nEnvironmental Impact Analysis. How can they can go ahead with the<br>\nproject before completing the studies?<\/p>\n<p>Sukmawati from the traffic management and environmental<br>\nanalysis division of PT Citra Moda Margakencana Persada said the<br>\ncompany planned to hold a meeting with the Amdal committee and<br>\nEnvironmental Impact Management Agency to discuss the<br>\nenvironmental analysis on March 24.<\/p>\n<p>&quot;Our main obstacle is the social impact of the project, namely<br>\nordering illegal residents to move off Perumka&apos;s land,&quot; she said.<\/p>\n<p>The Amdal committee consists of many parties, including the<br>\nMinistry of Transportation, Perumka, Jasa Marga and non-<br>\ngovernment organizations such as Walhi.
