Triple-tier transit project needs Amdal<\/p>\n
JAKARTA (JP): Lecturers and a city official have called on the
\ndeveloper of the triple-tier transit system -- to link Bintaro in
\nSouth Jakarta to downtown Kota in West Jakarta -- to fast-track
\nthe project's Environmental Impact Analysis (Amdal).<\/p>\n
Retno Soetaryono and Haswinar Arifin of the University of
\nIndonesia underlined yesterday the importance of transparency
\nbecause the project would affect a lot of poor people.<\/p>\n
"Most of the residents to be affected by the project are those
\nliving along the railway tracks on which the project will be
\nbuilt," she said.<\/p>\n
"All of those people may be illegal residents, but remember
\nthat the plots are their homes and their economic base too
\nbecause most of them are working in the informal sector."<\/p>\n
At least 707 families in 571 houses living along the tracks
\nwill reportedly be affected by the implementation of the first
\nphase of the project, from Ulujami in South Jakarta to Tanah
\nAbang in Central Jakarta.<\/p>\n
"The developer must think about the social and economic impact
\nand be responsible for it," Retno said.<\/p>\n
The developer's primary concern should be finishing the
\nenvironmental analysis before proceeding with the project.<\/p>\n
"I'll give you an example of how bad the state of our city is.
\nMany parts of Jakarta were inundated early this week after heavy
\nrain for only two days. To date we don't have any effective
\nsolution for the flooding.<\/p>\n
"Now, imagine building such a big project without caring about
\nits environmental impact. What will happen? It will only create
\nnew problems for Jakarta."<\/p>\n
The groundbreaking ceremony for the Rp 6.2 trillion project
\nwas postponed last month for the third time as the city focused
\non the General Session of the People's Consultative Assembly from
\nMarch 1 to March 11.<\/p>\n
The triple-tier system will combine 23.65 kilometers of toll
\nroads, 22km of light-rail tracks and existing roads.<\/p>\n
PT Citra Moda Margakencana Persada -- a joint-venture company
\ncomprising PT Citra Lamtoro Gung Persada, owned by Soeharto's
\neldest daughter Siti Hardiyanti Rukmana, the state-owned railway
\ncompany (Perumka) and state-owned highway corporation PT Jasa
\nMarga -- is to develop the project.<\/p>\n
The system is expected to begin operation in 2001.<\/p>\n
Haswinar Arifin expressed his concern about the project's lack
\nof socialization and information provided to the people.<\/p>\n
"Personally, I don't know a lot about the project. So what
\nwill happen to those innocent people who have never been told
\nabout this but who have to be evicted in the name of
\ndevelopment?"<\/p>\n
E. Kosasih from the City Environmental Bureau also expressed
\nconcern about the project.<\/p>\n
"The developer has submitted the framework of its
\nEnvironmental Impact Analysis. How can they can go ahead with the
\nproject before completing the studies?<\/p>\n
Sukmawati from the traffic management and environmental
\nanalysis division of PT Citra Moda Margakencana Persada said the
\ncompany planned to hold a meeting with the Amdal committee and
\nEnvironmental Impact Management Agency to discuss the
\nenvironmental analysis on March 24.<\/p>\n
"Our main obstacle is the social impact of the project, namely
\nordering illegal residents to move off Perumka's land," she said.<\/p>\n
The Amdal committee consists of many parties, including the
\nMinistry of Transportation, Perumka, Jasa Marga and non-
\ngovernment organizations such as Walhi. (edt)<\/p>",
