Triple-tier developer urged to be open<\/p>\n
JAKARTA (JP): Governor Sutiyoso yesterday urged the developer
\non the triple-tier transit project to place project
\nimplementation details in the public domain.<\/p>\n
\"Up until now, no date has been fixed for starting the
\nproject,\" he told reporters.<\/p>\n
\"I think it is important for the developer to inform the city
\nadministration (about details of the project) so that we in turn
\ncan begin to inform the public,\" he said.<\/p>\n
The social impact of the project is potentially very large.
\nThe city administration could help solve the problem of moving
\npeople of land and advise the developer on aspects of the project
\nwhich affect the city as a whole.<\/p>\n
Upon being asked when the mega-project would start, Sutiyoso
\nimmediately said: \"The developer has not informed me. Please
\nasked Mbak Tutut,\" referring to Siti Hardiyanti Rukmana, who won
\nthe project contract.<\/p>\n
The project developer, PT Citra Moda Margakencana, has for the
\nthird time announced a delay in starting construction work. It
\nhas yet to fix a fourth definite starting date.<\/p>\n
Meanwhile, head of the City Environmental Impact Supervision
\nBoard (Bapedalda) Prawoto Danoemihardjo told The Jakarta Post
\nthat a coordinating team had been set up by the municipality and
\nthe project developer last month.<\/p>\n
Among the tasks assigned to the team is to determine the scope
\nof the project and to study the social and environmental impact
\nof the planned construction, he said.<\/p>\n
In a related development, Mas Achmad Santosa from the
\nIndonesian Center for Environmental Law told a discussion on
\nMonday that public involvement in preparing the environmental
\nimpact study was important.<\/p>\n
\"In the case of large projects, people are often not
\nconsulted. They know about it only after they have lost their
\nhomes and jobs.<\/p>\n
\"I agree that the project is needed to help solve the city's
\nchaotic traffic situation. But please, be more open with the
\npeople about this,\" Santosa said.<\/p>\n
Approximately 3,263 families and 1,278 houses will be affected
\nby construction in the first stage of the project.<\/p>\n
The first phase involves laying 14 kilometers of track from
\nDipo in South Jakarta to Tanah Abang in Central Jakarta.<\/p>\n
The Rp 6.2 trillion triple-tier system will eventually combine
\n23.65 kilometers of toll roads, 22km of light railway and the
\nexisting road network along the planned route.<\/p>\n
The developer, PT Citra Moda Margakencana, is a joint-venture
\nbetween PT Citra Lamtoro Gung Persada, a company owned by
\nPresident Soeharto's eldest daughter Siti Hardiyanti Rukmana,
\nPerumka, the state-owned railway company, PT Jasa Marga, the
\nstate-owned highway corporation.<\/p>\n
The system is expected to begin operation in 2001.<\/p>\n
The project will affect a total of 38 subdistricts in 13
\ndistricts from Bintaro in South Jakarta to Kota in West Jakarta.<\/p>\n
Head of commission D for development affairs, Ali Wongso
\nSinaga, told reporters yesterday that PT Citra Moda Margakencana
\nshould obey all relevant regulations when acquiring land.<\/p>\n
He said that the terms of Presidential Decree No. 55\/1993
\nobliged developers to discuss land acquisition with affected
\nlocal residents.<\/p>\n
\"The process should be carried out before the project starts.
\nCompensation for the land procured should also be negotiated with
