        "content": "<p>Triple-tier developer urged to be open<\/p>\n<p>JAKARTA (JP): Governor Sutiyoso yesterday urged the developer<br>\non the triple-tier transit project to place project<br>\nimplementation details in the public domain.<\/p>\n<p>\"Up until now, no date has been fixed for starting the<br>\nproject,\" he told reporters.<\/p>\n<p>\"I think it is important for the developer to inform the city<br>\nadministration (about details of the project) so that we in turn<br>\ncan begin to inform the public,\" he said.<\/p>\n<p>The social impact of the project is potentially very large.<br>\nThe city administration could help solve the problem of moving<br>\npeople of land and advise the developer on aspects of the project<br>\nwhich affect the city as a whole.<\/p>\n<p>Upon being asked when the mega-project would start, Sutiyoso<br>\nimmediately said: \"The developer has not informed me. Please<br>\nasked Mbak Tutut,\" referring to Siti Hardiyanti Rukmana, who won<br>\nthe project contract.<\/p>\n<p>The project developer, PT Citra Moda Margakencana, has for the<br>\nthird time announced a delay in starting construction work. It<br>\nhas yet to fix a fourth definite starting date.<\/p>\n<p>Meanwhile, head of the City Environmental Impact Supervision<br>\nBoard (Bapedalda) Prawoto Danoemihardjo told The Jakarta Post<br>\nthat a coordinating team had been set up by the municipality and<br>\nthe project developer last month.<\/p>\n<p>Among the tasks assigned to the team is to determine the scope<br>\nof the project and to study the social and environmental impact<br>\nof the planned construction, he said.<\/p>\n<p>In a related development, Mas Achmad Santosa from the<br>\nIndonesian Center for Environmental Law told a discussion on<br>\nMonday that public involvement in preparing the environmental<br>\nimpact study was important.<\/p>\n<p>\"In the case of large projects, people are often not<br>\nconsulted. They know about it only after they have lost their<br>\nhomes and jobs.<\/p>\n<p>\"I agree that the project is needed to help solve the city's<br>\nchaotic traffic situation. But please, be more open with the<br>\npeople about this,\" Santosa said.<\/p>\n<p>Approximately 3,263 families and 1,278 houses will be affected<br>\nby construction in the first stage of the project.<\/p>\n<p>The first phase involves laying 14 kilometers of track from<br>\nDipo in South Jakarta to Tanah Abang in Central Jakarta.<\/p>\n<p>The Rp 6.2 trillion triple-tier system will eventually combine<br>\n23.65 kilometers of toll roads, 22km of light railway and the<br>\nexisting road network along the planned route.<\/p>\n<p>The developer, PT Citra Moda Margakencana, is a joint-venture<br>\nbetween PT Citra Lamtoro Gung Persada, a company owned by<br>\nPresident Soeharto's eldest daughter Siti Hardiyanti Rukmana,<br>\nPerumka, the state-owned railway company, PT Jasa Marga, the<br>\nstate-owned highway corporation.<\/p>\n<p>The system is expected to begin operation in 2001.<\/p>\n<p>The project will affect a total of 38 subdistricts in 13<br>\ndistricts from Bintaro in South Jakarta to Kota in West Jakarta.<\/p>\n<p>Head of commission D for development affairs, Ali Wongso<br>\nSinaga, told reporters yesterday that PT Citra Moda Margakencana<br>\nshould obey all relevant regulations when acquiring land.<\/p>\n<p>He said that the terms of Presidential Decree No. 55\/1993<br>\nobliged developers to discuss land acquisition with affected<br>\nlocal residents.<\/p>\n<p>\"The process should be carried out before the project starts.<br>\nCompensation for the land procured should also be negotiated with<br>\nlocal residents,\" he said.
