Tripartite force gets support from city councillors<\/p>\n
JAKARTA (JP): Councillors supported on Sunday the city
\nadministration's plan to establish a tripartite force to improve
\nits performance in maintaining security and order in the capital.<\/p>\n
Contacted separately by The Jakarta Post, United Development
\nParty (PPP) councillor Syarifien Maloko and his Indonesian
\nDemocratic Party of Struggle (PDI Perjuangan) counterpart Audy
\nI.Z. Tambunan said the administration needed help from the city
\nmilitary command and the city police headquarters to deal with
\ncomplex social and security matters in the capital.<\/p>\n
\"While security is still a sensitive issue in the capital, the
\nadministration has a limited capacity to cope with the capital's
\nsocial and security problems,\" Syarifien, deputy chairman of the
\ncity council's Commission A for administrative affairs, said
\nwhile raising the issue of poorly trained Hansip (civilian
\nguards) and city public order officials.<\/p>\n
\"Therefore, the establishment of the tripartite force is a
\nmust,\" he added.<\/p>\n
Audy, chairman of the PDI Perjuangan faction, separately said
\nthat cooperation among respective parties was needed to maintain
\nsecurity in the capital, including the military.<\/p>\n
\"The military presence is still needed since they have
\nknowledge about security matters.<\/p>\n
Civilians still need their expertise to maintain security and
\norder in the capital,\" he said.<\/p>\n
Both Syarifien and Audy were commenting on the
\nadministration's plan to form a tripartite force, comprising of
\nmilitary, police and city administration members, which would be
\npermanently deployed to maintain security and order in the
\ncapital.<\/p>\n
Under the proposed scheme, security affairs in the capital
\nwill no longer be the sole responsibility of the city police
\nheadquarters but will also involve the city military command and
\nthe city administration.<\/p>\n
Syarifien said security affairs in the capital were important
\nas they also have an affect on the security affairs of other
\nparts of the country.<\/p>\n
\"The capital, which is the center of the country's governance,
\nis the center of political struggle in the country. Security
\naffairs in the capital will be a barometer for the country's
\noverall security condition,\" he said.<\/p>\n
However, Syarifien, reiterated that the tripartite force
\nshould not provide any room for the military to regain control of
\nsecurity affairs in the capital, which would lead to a return of
\nmilitarism.<\/p>\n
\"The city police should remain in control of security affairs.
\nThe military should be deployed in a proportional manner, when
\nthe situation grows worse and the police are not able to handle
\nthe situation,\" he said.<\/p>\n
Observers have criticized the presence of military personnel,
\nfor example, in handling protests in the capital, saying they
\nwere not well trained to face civilian protesters. As a result,
\nthe protests often ended in violence.<\/p>\n
Meanwhile, Audy suggested that the cooperation must still be
\nunder civilian control.<\/p>\n
\"To avoid the military's interference in civilian affairs, the
\npolice or the governor should take control over the security
\ncooperation.<\/p>\n
\"The military personnel should be deployed in proportion to
\nthe city's security situation,\" he said.<\/p>\n
Separately, Jakarta Police spokesman Supt. Muhammad Nur H.
\nUsman conceded that the plan was an adaption of the old scheme,
\nin which the military took part in the capital's security
\naffairs.<\/p>\n
\"It's like in justisi (judicial) operations, in which all
\ncomponents including the police, prosecutors and military
\npersonnel are involved.<\/p>\n
\"The scheme was abolished after the separation of the police
\nforce from the Indonesian Military last year,\" he said.<\/p>\n
He, however, welcomed the plan to reinvolve the military in
\nthe capital's security system.<\/p>\n
\"If the plan is carried out, the police will have quick back
\nup from the military during chaotic situations as the three
\nparties will be well coordinated,\" he said. (asa)<\/p>",
