Traps for embezzlers<\/p>\n

Indonesia's economic downturn, with tens of millions of poor
\nand unemployed people as well as the denudation of vast areas of
\nforest, has resulted from corruption, among other things.<\/p>\n
The late Soemitro Djojohadikusumo, Indonesia's most senior
\neconomist, once said that almost 30 percent of funds for national
\ndevelopment vanished annually. Strangely, those involved in the
\nembezzlement have never been punished.<\/p>\n
The difficulty in arresting embezzlers is due to the absence
\nof sufficient evidence. People are reluctant to report graft
\npractices for fear of being sued for defamation, slander and
\ncharacter assassination. Even former minister Kwik Kian Gie
\nrecently had to apologize after revealing tax embezzlement due to
\nlack of evidence.<\/p>\n
The recent arrest of Mulyana W. Kusumah, reportedly trapped by
\nthe Corruption Eradication Commission (KPK) for alleged
\nmisappropriation of funds belonging the General Elections
\nCommission, is controversial. This, however, may be the right
\nmethod to catch embezzlers since other ways have failed.<\/p>\n
During the New Order era, security chief Sudomo caught a
\ncustoms official demanding illegal fees in a spot check, and
\nminister Sumarlin under the guise of an ordinary man trapped
\nanother corrupt civil servant. The police now also act as buyers
\nto capture drug traffickers.<\/p>\n
As the setting of traps seems effective in catching
\nperpetrators red handed, the KPK should therefore launch an all-
\nout antigraft drive by devising various snares in order to net a
\nlot of culprits and recover stolen money for the state treasury.<\/p>\n
