        "content": "<p>The Chairman of the National Association of River, Lake and Ferry\nTransport Operators (Gapasdap), Khoiri Soetomo, has identified the\ncauses of severe congestion on routes leading to Gilimanuk Port in\nrecent days.<\/p>\n<p>He explained that two major traffic flows converged simultaneously:\nthe Lebaran exodus and Balinese residents departing ahead of Nyepi\ncelebrations, causing vehicle volumes to increase significantly within a\nnarrow timeframe.<\/p>\n<p>Beyond the traffic surge, the congestion also reveals that the\nvehicle arrival system at the port remains suboptimal. \u201cThe main problem\nis not just the increase in vehicles, but also the lack of a properly\norganised vehicle arrival system at the port and the imbalance between\nthe growth in ship fleet and the development of dock infrastructure, in\nterms of quantity, quality and capacity,\u201d Khoiri stated on Monday, 16\nMarch 2026.<\/p>\n<p>According to him, the ferry transport mode currently remains highly\nunregulated compared to other transport modes. Vehicles can proceed\ndirectly to the port without a ticket or booking code. This causes\nvehicles to arrive simultaneously in large numbers without clear time\nmanagement, leaving the port without sufficient mechanisms to control\nvehicle flow from upstream.<\/p>\n<p>Additionally, improvements in road infrastructure, including tolls,\nhave accelerated vehicle flows to the port. However, the expansion of\ndock capacity as a continuation of this transport system has not\ndeveloped proportionally. When dock capacity is limited, it becomes a\nbottleneck, creating unavoidable long queues of vehicles that eventually\nextend beyond the port onto national highways.<\/p>\n<p>\u201cTolls accelerate vehicles towards the port, but dock capacity has\nnot increased proportionally. When the dock becomes a choke point,\nvehicle queues become inevitable and the road to the port turns into a\nvehicle parking lot,\u201d he said.<\/p>\n<p>Khoiri emphasised that this situation requires collective attention\nto prevent recurring annual congestion. He believes that systematic\nsteps are needed to reform the ferry transport system.<\/p>",
