        "content": "<p>Jakarta \u2014 Transport Minister Dudy Purwagandhi has expressed concern\nover the ongoing discovery of non-compliance amongst logistics operators\nwho continue to operate three-axle or larger trucks during the\noperational restriction period for freight transport services, which\ncommenced on 13 March 2026. The minister believes that violations of\nthese restrictions are contributing to increased congestion and queuing\nof vehicles at several transport nodes, including in the Gilimanuk Port\narea which serves ferries to Ketapang Port.<\/p>\n<p>\u201cThe Ministry of Transport is expressing concern over the continued\npresence of logistics operators who are not complying with the\noperational restriction policy for three-axle and above trucks that came\ninto effect on 13 March. This non-compliance is impacting increased\nvehicle queuing at numerous strategic points, including at ferry ports,\u201d\nPurwagandhi stated in a written statement on Sunday (15 March 2026).<\/p>\n<p>He noted that the freight transport operational restriction policy\nwas established by the government through a Joint Decree (SKB) on\nTraffic and Ferry Arrangements during the 2026 Lebaran Transport Season\nby the Ministry of Transport, the Indonesian National Police, and the\nMinistry of Public Works.<\/p>\n<p>The joint decree clearly stipulates restrictions on three-axle or\nlarger freight transport vehicles from 13\u201329 March 2026 to ensure smooth\nmudik (homecoming) traffic flow and road user safety. Consequently, the\noperation of large trucks outside these provisions constitutes\nnon-compliance with nationally established government policy.<\/p>\n<p>Purwagandhi stated that the freight transport operational restriction\npolicy was implemented to ensure smooth public mobility ahead of the\nLebaran Transport Season and to maintain road safety and traffic order.\nHowever, the continued operation of logistics vehicles outside the\nprescribed regulations risks exacerbating congestion and increasing\nsafety risks both on roads and in port areas.<\/p>\n<p>The minister emphasised the government\u2019s full commitment to ensuring\nsafe and comfortable transport services for the public during the\nLebaran season. This aligns with President Prabowo Subianto\u2019s direction,\nwhich emphasises that all ministries and institutions should provide the\nbest service to citizens during the mudik period.<\/p>\n<p>\u201cThe President has reminded all government officials to ensure that\ncitizens can travel safely, comfortably, and smoothly during the mudik\nperiod. Therefore, all parties must cooperate and comply with\nestablished regulations,\u201d he stated.<\/p>\n<p>Through the Ministry of Transport, the government will continue to\nintensify monitoring and enforcement against vehicles violating the\nfreight transport operational restrictions.<\/p>\n<p>Purwagandhi urged all logistics businesses to comply with established\npolicy to ensure smooth transport flow and collective safety. Compliance\nwith this regulation is crucial for proper traffic management and\ntransport operations during the 2026 Lebaran Transport Season.<\/p>\n<p>The Ministry of Transport continues to coordinate with various\nstakeholders, including the Indonesian National Police, local\ngovernments, and transport operators to ensure optimal operational\nmanagement in the field and reduce congestion at key transport\nnodes.<\/p>\n<p>The minister again reminded that compliance with freight transport\noperational restrictions is an essential component of collective efforts\nto ensure safety, smooth public mobility, and smooth logistics\ndistribution during the 2026 Lebaran Transport Season.<\/p>\n<p>Regarding queuing to Ketapang Port, Purwagandhi has instructed the\nPort Authority and the Ferry Company to increase ferry operations,\nimplement turnaround time management, and deploy larger vessels.\nTurnaround management has been in effect since Saturday to ease\ncongestion. The Ministry of Transport has reassigned large-capacity\nvessels from the Padangbai-Lembar route to Gilimanuk to expedite\nabsorption.<\/p>\n<p>\u201cThe transition time at the jetty, originally 45 minutes, is being\naccelerated to 30 minutes. A number of vessels have also been\nspecifically prepared to transport two-wheeled vehicles,\u201d he said.<\/p>\n<p>The Ministry of Transport is also cooperating with police in traffic\nengineering in the Ketapang-Gilimanuk Port area. Field operations\ninclude temporary halting of large truck traffic to the port,\nparticularly three-axle trucks heading to Gilimanuk Port.<\/p>\n<p>Empty large trucks are directed to designated parking areas to avoid\nadding to congestion. Buffer zones are also being optimised for private\nvehicles.<\/p>",
