Transmigration revamps management<\/p>\n
JAKARTA (JP): The Ministry of Transmigration plans to revamp
\nthe way it manages its resettlement program beginning next year,
\nplacing more emphasis on quality rather than aiming for a
\nspecific deadline.<\/p>\n
Minister of Transmigration Siswono Yudohusodo said that under
\nthe new system, the government will not rush to build sites and
\nresettle the people within the same fiscal year as has been the
\npractice thus far.<\/p>\n
Starting next year, the government will allocate the budget
\nfor the development of the area in one fiscal year and the actual
\nsending of the settlers in the following year, Siswono said as
\nquoted by the Antara news agency.<\/p>\n
Under the current system, the government allocates the budget
\nfor the development of the area at the start of the fiscal year
\non April 1 and the developers have until December to carry out
\ntheir job. The settlers begin arriving normally around November
\nand in some cases arrive when the site is not ready.<\/p>\n
He said the old system was appropriate for transmigration
\nprograms in Sumatra where access is easier. But for far flung
\nplaces like Irian Jaya, where Indonesia's transmigration program
\nis now concentrated, it is more difficult to develop.<\/p>\n
Siswono said he is optimistic that the government's
\ntransmigration program will achieve its target in the current
\nfiscal year in terms of the development of the site and also the
\nnumber of settlers it sent.<\/p>\n
He added however that even if the government only managed 94
\npercent of the target, it would still be considered a success.<\/p>\n
Under the general transmigration program, the government plans
\nto resettle hundreds of thousands of families from the
\novercrowded islands of Java, Madura and Bali to other more
\nsparsely populated islands.<\/p>\n
Besides receiving houses and land to farm, the transmigrants
\nare also incorporated into a development project in the area,
\nusually a plantation or a forestry estate. (emb)<\/p>",
