TransJakarta set to become corporate entity<\/p>\n

The Jakarta administration revealed Thursday that it would
\ntransform the TransJakarta Busway Management (BP TransJakarta)
\ninto a corporate entity in order to boost flexibility in handling
\nthe planned 15 busway corridors in the capital.<\/p>\n
"In principal, we will go with the recommendation of the
\nindependent consultants over the change of the status of the
\nmanagement to a corporate entity," City Secretary Ritola Tasmaya
\ntold The Jakarta Post at City Hall.<\/p>\n
He said the status of the corporate entity would enable the
\nmanagement to be much more flexible in handling busway business,
\nespecially in relation to cooperation with private partners and
\nbusway financing.<\/p>\n
Citing the recommendations presented by two independent
\nconsultants to the management -- including Ernest and Young
\nPublic Accountants -- on Wednesday, he said that management would
\nfind difficult to cope with dozens of private companies involved
\nin various systems of the busway should the administration
\nmaintain the current status of management as a non-structural
\norganization under the city administration.<\/p>\n
"Private companies will require stronger legal grounds for
\ncooperation," he said.<\/p>\n
Besides, with its new status, he said, management would be
\nable to raise money on its own, for instance, from advertising on
\nbuses or shelters, to help fund the business.<\/p>\n
Ritola revealed that the administration was preparing a
\ndetailed draft bylaw to change the status of the Busway
\nmanagement into a corporate entity, which would be submitted to
\nCity Council for approval.<\/p>\n
"We hope the management would have a new status of corporate
\nentity within two months from now should the council pass our
\nproposed draft bylaw," he said.<\/p>\n
TransJakarta Busway Management has repeatedly complained that
\nit could not use the revenue it collects from tickets because the
\nfunds have to be transferred to city coffers. It cannot
\nimmediately repair damaged lanes, for instance, since the
\nauthority and funds to repair the lanes is in the hands of the
\nCity's Public Works Agency.<\/p>\n
Aside from the Public Works Agency, at least four other
\nagencies are involved in some way with management of the Busway,
\nincluding the City Transportation Agency, which handles shelters
\nand traffic signs; the City Park Agency that is in charge of
\nmedian strips; the City Public Order Agency that provides
\nsecurity personnel and the City Public Illumination and Road
\nInfrastructure Agency that handles street lighting along the
\ncorridors.<\/p>\n
The management's head Irzal Z Djamal welcomed the plan to
\nchange the status of Busway's management.<\/p>\n
"The new status as a corporate entity will boost efficiency
\nsince we would be able to focus on our main task of coordinating
\nthe private companies from whom we outsource in the business," he
\ntold the Post.<\/p>\n
"We would maintain small numbers of employees in the company
\nand allow most work to be done by private companies."<\/p>\n
So far, the Busway management only manages the operation of
\nthe first busway corridor from Blok M in South Jakarta to Kota in
\nWest Jakarta. This route become operational mid-January last
\nyear.<\/p>\n
By the end of this year, the administration plans to finalize
\ndevelopment of the second and third routes linking Pulogadung in
\nEast Jakarta and Harmoni in Central Jakarta, and Harmoni to
\nKalideres in West Jakarta.<\/p>",
