        "content": "<p>Jakarta, CNBC Indonesia - Trade Minister (Mendag) Budi Santoso said\nthat a new Minister of Trade Regulation (Permendag) concerning the\ngovernance of natural resource exports is being prepared. He said the\nPermendag would be completed no later than tomorrow, with all technical\nprovisions expected to be in place today.<\/p>\n<p>He told reporters at the Coordinating Ministry for Economic Affairs\u2019\noffice, Jakarta, on Thursday 21 May 2026.<\/p>\n<p>Budi emphasised that under the new regime for the governance of\nnatural resource exports, the policy requiring domestic market\nobligations (DMO) remains in force. Currently, the DMO applies to the\nexport of palm oil and coal.<\/p>\n<p>So when will this policy take effect?<\/p>\n<p>Quoting the materials from the Ministry of Trade (Kemendag) in the\nLimited Coordinating Meeting at Ministerial Level on the Economy:\nDiscussion on the Governance of Strategic Natural Resource Exports,\nThursday 21 May 2026, the new Permendag will eventually revoke Permendag\nNo 26\/2024 on the Provisions for Palm Oil Derivatives Exports.<\/p>\n<p>It is planned that the new Permendag will take effect on 1 June\n2026.<\/p>\n<p>The main provisions of the draft Permendag on palm oil export\nprovisions include the definition of export state-owned enterprises\n(BUMN ekspor), provisions regulating palm oil exports as a strategic\nnatural resource and that exports can only be conducted by exporters\nthat have an export BUMN, transitional provisions, provisions for full\neffectiveness, and the duration of the new Permendag.<\/p>\n<p>Transition Period for the New Palm Oil Trade Regulation:<\/p>\n<ul>\n<li>Transitional provisions from 1 June to 31 August 2026<\/li>\n<\/ul>\n<p>During this period:<\/p>\n<ol type=\"a\">\n<li><p>Business licences in the form of Export Approvals already issued\nto operators remain valid until 31 August 2026<\/p><\/li>\n<li><p>Export Approvals applied for by operators between 1 June and 31\nAugust 2026 will be issued with a validity period up to 31 August\n2026<\/p><\/li>\n<li><p>Exports are conducted through the Export State-Owned\nEnterprise<\/p><\/li>\n<\/ol>\n<ul>\n<li><p>Using the Export Approval belonging to the operator<\/p><\/li>\n<li><p>Exporter in the name of PT Danantara Sumber Daya Indonesia;\nand<\/p><\/li>\n<li><p>In the Bill of Entry (PEB), the operator is listed as the owner\nof the goods, the Export State-Owned Enterprise as the Exporter<\/p><\/li>\n<\/ul>\n<ol start=\"4\" type=\"a\">\n<li>During the transitional period, the Export State-Owned Enterprise\nshould prepare the administrative readiness of export documents to be\nimplemented on 1 September 2026.<\/li>\n<\/ol>\n<p>Full Implementation Schedule<\/p>\n<ul>\n<li>Provisions come into effect on 1 September 2026<\/li>\n<\/ul>\n<ol type=\"a\">\n<li><p>Exports may only be conducted by the Export State-Owned\nEnterprise<\/p><\/li>\n<li><p>The Export State-Owned Enterprise must hold an Export Approval\nwith the Export Rights<\/p><\/li>\n<li><p>The Export Rights of the Export State-Owned Enterprise are\nobtained from the DMO results or from the transfer of Export Rights by\nan operator implementing the DMO.<\/p><\/li>\n<\/ol>\n<p>New Order from Prabowo<\/p>\n<p>President Prabowo Subianto has mandated that all exports of natural\nresources must pass through a single gate. He said this policy aims to\ncontrol and monitor where and how much of Indonesia\u2019s natural resource\noutputs are sold.<\/p>\n<p>Export commodities affected by this policy are palm oil, coal, and\nferroalloys (iron alloys).<\/p>\n<p>This was disclosed when President Prabowo delivered the President\u2019s\nSpeech at the 19th Plenary Session of the Indonesian House of\nRepresentatives regarding KEM and PPKF RAPBN 2027 in the 19th Plenary\nSession of the DPR RI in the Nusantara Building MPR\/DPR\/DPD-RI, Jakarta,\nWednesday, 20 May 2026.<\/p>\n<p>During the occasion, Prabowo announced the issuance of a new\nGovernment Regulation (PP) and the formation of a new state-owned\nenterprise dedicated to commodity exports.<\/p>\n<p>With this new PP, Prabowo stated, all sales of all natural resource\noutputs, from palm oil and coal to ferroalloys, must go through the\nstate-owned enterprise designated by the Indonesian government.<\/p>\n<p>The new state-owned enterprise is named PT Danantara Sumberdaya\nIndonesia.<\/p>",
