'Transit system needs presidential decree'<\/p>\n
JAKARTA (JP): Jakarta's three-level transit system requires a
\npresidential decree before construction can begin, Deputy
\nGovernor Tb. Rais said yesterday.<\/p>\n
Rais said this was contrary to statements made by the Minister
\nof Public Works, Radinal Moochtar.<\/p>\n
Construction of the three-level system scheduled to start this
\nyear will consist of a mass transit system in the form of
\nelevated railway track, highway and arterial roads.<\/p>\n
Rais, Deputy Governor for Economic and Development Affairs,
\nsaid the transit system would need a presidential decree to
\ndecide which agency would manage it.<\/p>\n
\"We do not know if the Ministry of Transportation or Ministry
\nof Public Works will be in charge of the mass rapid transit
\nsystem,\" he said.<\/p>\n
Minister of Public Works Radinal Moochtar had said earlier a
\nPresidential decree would not be necessary prior to construction
\ncommencing.<\/p>\n
The system was proposed by the Citra business group, led by
\nPresident Soeharto's eldest daughter Siti Hardiyanti Rukmana.<\/p>\n
Another form of Mass Rapid Transit system, an underground
\nsubway system, has also been proposed to curb traffic congestion.
\nBoth proposals would link South Jakarta to Kota.<\/p>\n
The subway project, scheduled to start in April, would be
\nbuilt by a consortium called Indonesian Japan European Group, led
\nby local businessman Aburizal Bakrie. The President's son,
\nBambang Trihatmodjo, joined the consortium in July last year.<\/p>\n
At the consortium's last meeting with the municipality the
\ncost of the project was estimated to be Rp 4.5 trillion, much
\nhigher than initial estimates.<\/p>\n
Rais said the city administration would not reach a decision
\non the financial proposal until next month. (02)<\/p>",
