Traffic operation launched to round up violators<\/p>\n
JAKARTA (JP): City Police start a massive operation against
\ntraffic violators in and around the capital today.<\/p>\n
During the operation, scheduled to last 60 days, a total of
\n1,823 police personnel, accompanied by personnel from various
\ninstitutions, will be targeting the netting of at least 1,500
\nviolators per day, particularly along selected roads in \"traffic
\norder\" areas.<\/p>\n
Traffic violators will be fined under Traffic Law No. 14,
\nwhich imposes stiffer fines than the previous law.<\/p>\n
City Police Chief Maj. Gen. Dibyo Widodo officially inspected
\nthe preparations of his personnel for the drive at the police
\nheadquarters here yesterday.<\/p>\n
In his speech, Dibyo said that the chief objective of the
\noperation, code named Operasi Zebra Emas (Operation Golden
\nZebra), is \"to instill a high sense of traffic discipline in road
\nusers, particularly in the traffic order zones and other roads,
\nwhich are prone to chronic traffic jams.\"<\/p>\n
The main target of the operation, Dibyo said, is violators
\nwhose actions have \"the potential\" to cause accidents and traffic
\ncongestion.<\/p>\n
This year's operation is mainly intended to help create a
\nbetter traffic flow situation in the run-up to the upcoming
\ngolden anniversary of Indonesia's Independence Day on Aug. 17.<\/p>\n
A similar operation carried out last September for a full
\nmonth deployed around 1,500 personnel. Unfortunately, the
\noperation failed to serve its main purpose because no significant
\nchanges were seen in the attitudes of motorists.<\/p>\n
The police department bore the brunt of the failure as people
\nblamed unscrupulous police officers for taking bribes and
\nreleasing errant motorists.<\/p>\n
This time the operation will be supported by a special police
\nforce and dozens of police personnel equipped with new cars and
\nmotorcycles donated by the public.<\/p>\n
The head of the City Traffic Police Directorate, Col. Soeroso,
\nsaid an intelligence operation targeting police officers taking
\nbribes from traffic violators will also be carried out during the
\ntwo-month traffic campaign.<\/p>\n
Soeroso said that non-police members involved in the operation
\ninclude military officers, personnel of the Traffic and Land
\nTransportation Control Agency, and Armed Forces military police
\nofficers.<\/p>\n
\"We have instructed all personnel involved in the operation to
\ncarefully study the extent of the violations committed by traffic
\nlaw offenders before ticketing them in order to avoid lengthy
\ndebates,\" he said.<\/p>\n
\"We really hope that all drivers are well prepared before
\ndriving their vehicles,\" he said.<\/p>\n
Besides using their official vehicles, the traffic policemen
\nwill also be allowed to use unmarked cars with dark windows to
\nticket violators, who tend to obey the rules only if they see
\npolicemen around, Soeroso said.<\/p>\n
\"All of the policemen in charge are in their uniforms and have
\nto show their identity cards, if necessary,\" he added.<\/p>\n
Soeroso explained that the target of 1,500 violators per day
\ndoes not mean police are just out to ticket as many violators as
\npossible.<\/p>\n
\"This target is simply made in order that the personnel of the
\noperation will strictly ticket traffic violators to teach them a
\nlesson,\" he said.<\/p>\n
Head of Operation Affairs of the City Traffic Police
\nDirectorate, Lt. Col. Herman, said the operation personnel will
\nalso ticket street vendors, delinquent commuters and anyone whose
\ncars are equipped with harmful and illegal accessories, such as
\nhuge tires and high-powered brake lights.<\/p>\n
The police are expecting the help of related city agencies as
\nwell in order to discipline owners of repair shops and businesses
\nselling goods along the side of the road and creating traffic
\njams.<\/p>\n
\"The operation will be useless without the help of other
