To address this congestion, Tangerang-Merak Toll Road operators\nhave prepared several traffic management schemes, including a vehicle\ndelaying system and vehicle-type classification before vehicles enter\nthe port area.<\/p>\n<p>Uswatun Hasanah, Head of Corporate Communications and Sustainability\nManagement at ASTRA Infra, stated that contraflow schemes are rarely\napplied on this route. \u201cSo our approach is more about anticipating the\nsurge towards Merak Port, and it is typically implemented in stages\naccording to situational police discretion when queuing occurs,\u201d Uswatun\ntold Kompas.com on Saturday (7 March 2026).<\/p>\n<p>She explained that vehicle flow control measures will be implemented\ngradually if congestion develops. The delaying system serves as the\nfirst stage to slow vehicle movement towards the port. Under this\nscheme, several buffer zones are established before vehicles reach the\nport, with a key point located around Cikupa Toll Gate, which serves as\na vehicle holding area before traffic is gradually released.<\/p>\n<p>In addition to the delaying system, toll operators have also prepared\nspecial traffic arrangements to separate freight vehicles from passenger\nvehicles. This is important because vehicles heading to Sumatra do not\nall use the same port. Vehicle separation will be conducted at the East\nCilegon Toll Gate access point with assistance from police posts.
