Traffic control system is in confusion<\/p>\n
JAKARTA (JP): The director of the national traffic police has
\nurged the Directorate General of Land Transportation to clear up
\nconfusion over who is responsible for managing traffic control
\nsystem (TCS) panels.<\/p>\n
Brig. Gen. Ansyar Roem said over the weekend the directorate
\nshould issue clear-cut regulations on the panels erected at
\nalmost all major intersections in the city.<\/p>\n
He said city land transportation staff and the traffic police
\nboth seemed to believe the responsibility lay with the other.<\/p>\n
\"We've asked the Directorate General of Land Transportation to
\nassign the police to be in charge of the daily operation of TCS,
\nand the city land transportation for its maintenance.\"<\/p>\n
Meanwhile, head of the technical department of the city land
\ntransportation agency, Nurachman, said: \"It is time for the
\nagency and the police to forge joint cooperation to solve the
\ntraffic flow problems in Jakarta.\"<\/p>\n
He acknowledged his agency frequently faced difficulty in
\nmaintaining the TCS equipment.<\/p>\n
\"Many times we have to do the repairs all by ourselves, which
\ncauses traffic jams. And we end up being blamed for it,\" he said.<\/p>\n
Nurachman agreed that precise procedures were needed on TCS
\noperation. \"Then operators will not only know how to use it, but
\nalso how to take care of the equipment.\"<\/p>\n
Ansyar Roem also urged the city administration to introduce a
\npolicy on a staggered schedule for morning work times for private
\nemployees, civil servants and military personnel to help reduce
\ntraffic congestion in the capital.<\/p>\n
\"The application of the different schedules is expected to
\nhelp police to better control the traffic flows and reduce
\ntraffic jams,\" he said.<\/p>\n
\"For instance, the military officers could enter the office at
\n7 a.m, the state officers at 8 a.m. and private employees at 9
\na.m.,\" Ansyar said.<\/p>\n
He said the current system -- where many people share similar
\nwork hours -- led to traffic jams.<\/p>\n
\"It is even hard to decide rush hours in Jakarta because
\ntraffic jams can last for hours here,\" he said.<\/p>\n
Ansyar said that workers and students have to struggle to find
\na space on public transportation vehicles, mainly buses or
\ntrains, at peak hours.<\/p>\n
\"And in those hours, usually in the morning or in the
\nafternoon, the buses or trains are overloaded. This is very
\ndangerous for the passengers and drivers,\" Ansyar said.<\/p>\n
He said his office was preparing a proposal about traffic flow
\nschedules to the city administration. \"We plan to discuss this
\nafter the new city governor officially takes office.\" (07)<\/p>",
