Trade Minister Budi Santoso explained that the main points of this\nregulatory change include the authority to suspend issuance.<\/p>\n
Other regulations include the freezing and revocation of export\nbusiness permits, as well as the suspension of non-administrative\ntechnical verification or tracing services.<\/p>\n
This policy was promulgated and took effect on April 29, 2026.<\/p>\n
\u201cThis change strengthens the government\u2019s control to act swiftly to\nsafeguard national interests, public interests, the smooth\nimplementation of government programs, and the implementation of the\nPresident\u2019s directives,\u201d the minister said in a statement, here on\nMonday.<\/p>\n
\u201cWe want to ensure that export activities continue to run in line\nwith meeting domestic needs,\u201d he added.<\/p>\n
Previously, export provisions were regulated in the Regulation of the\nMinister of Trade Number 23 of 2023 as last amended by the Regulation of\nthe Minister of Trade Number 5 of 2026.<\/p>\n
However, the regulation has a limited scope as it only regulates\nadministrative sanctions for exporter non-compliance.<\/p>\n
The minister stated that the issuance of the Regulation of the\nMinister of Trade Number 12 of 2026 is a strategic effort by the\ngovernment to support the fulfillment of domestic needs for certain\ngoods, for the sake of national interests.<\/p>\n
With the issuance of this regulation, the initiation of suspension,\nfreezing, and even revocation of permits is not only the authority of\nthe Minister of Trade, but can also be proposed by the relevant\nministries or institutions.<\/p>\n
This decision will then be discussed through a Coordination Meeting\nat the Coordinating Ministry for Economic Affairs or the Coordinating\nMinistry for Food, in accordance with their respective authorities.<\/p>\n
\u201cThis demonstrates strengthening synergy between agencies in\ndecision-making regarding export policies,\u201d he said.<\/p>\n
The decision of the coordination meeting will be then stated in a\nletter from the Director General of Foreign Trade on behalf of the\nMinister of Trade which will be submitted electronically through the\nINATRADE system and forwarded to the Indonesia National Single Window\n(SINW) System.<\/p>\n
To ensure transparency, exporters will also receive automatic\nelectronic notifications regarding their permit status.<\/p>\n
Director General of Foreign Trade at the Ministry of Trade, Tommy\nAndana, stated that the Regulation of the Minister of Trade Number 12 of\n2026 was designed by applying the principle of flexibility.<\/p>\n
\u201cThis suspension, freezing, and revocation policy is dynamic. We have\nalso established a mechanism for reactivating frozen permits and\nrevoking service suspensions,\u201d Andana said.<\/p>\n
To ensure the smooth flow of goods, there are transition\nprovisions.<\/p>\n
This provision governs goods that have been assigned a registration\nnumber and date. Export Customs Notifications (PEB) submitted before the\ndecision to suspend, freeze, or revoke a permit will still be processed\nby the Directorate General of Customs and Excise.<\/p>\n
Andana added that the drafting of this regulation was carried out\nthrough a coordination process across ministries and institutions,\nincluding input from the business sector. He hopes this policy will\nstrengthen national economic resilience.<\/p>\n
