        "content": "<p>The Trade Ministry (Kemendag) has disclosed obstacles in distributing\npeople\u2019s cooking oil, or Minyakita, to retail traders in markets. Perum\nBulog is reported to be facing difficulties in distributing the\ncommodity because several traders do not yet possess a Business\nIdentification Number (Nomor Induk Berusaha\/NIB) as required by\nregulations.<\/p>\n<p>The Trade Ministry\u2019s Director of Domestic Market Development,\nNawandaru Dwi Putra, stated that the concerns were raised directly by\nBulog during a cooking oil distribution coordination forum.<\/p>\n<p>\u201cI also heard several submissions yesterday, one of which involved an\nobstacle raised by Perum Bulog. In this forum, we also conveyed that in\nseveral locations, in several regions within Bulog\u2019s Regional and Branch\nOffices, there are also difficulties in distributing Minyakita to\nmarkets, particularly to retail traders,\u201d said Nawandaru at the Regional\nInflation Control Coordination Meeting on Monday (16 March 2026).<\/p>\n<p>\u201cIndeed, under the Trade Ministry regulation, retailers are required\nto maintain business entities or business permits, namely NIB,\u201d he\nadded.<\/p>\n<p>He assessed that to address the issue, the Trade Ministry had sent a\ncircular to all regions to encourage regional trade offices and Bulog to\nassist traders in the NIB registration process.<\/p>\n<p>\u201cTo bridge the aforementioned obstacles, we have already sent a\ncircular from the Director General of Domestic Trade to all regions to\nassist and encourage support and facilitation in order to promote the\nacquisition of Business Identification Numbers,\u201d he explained.<\/p>\n<p>The Trade Ministry also requested that Bulog\u2019s partners located\noutside markets be encouraged to enter public markets so that\ndistribution does not disrupt market supply balance.<\/p>\n<p>\u201cIf there is more supply from Bulog to retail traders outside markets\nor Perum Bulog\u2019s partners, this will also distract supply in the\nmarket,\u201d said Nawandaru.<\/p>\n<p>On the other hand, he assessed that NIB registration for small\ntraders is actually quite straightforward because there are facilities\nfor micro enterprises.<\/p>\n<p>\u201cBecause in reality, NIB registration for traders at the micro and\nsmall enterprise level does have facilitation. This is merely a matter\nof lack of awareness,\u201d he said.<\/p>\n<p>Meanwhile, the Trade Ministry confirmed that the realisation of the\ndomestic market obligation (DMO) for cooking oil by state-owned food\nenterprises still exceeds the government target.<\/p>\n<p>\u201cFor the realisation of DMO to D1, particularly state-owned\nenterprises, it has been recorded since the Trade Ministry Regulation\n43\/2025 came into effect at 42%. This means it is already above target,\nwhich is a minimum of 35%,\u201d revealed Nawandaru.<\/p>\n<p>Nevertheless, he acknowledged that at the beginning of the year,\ndistribution was slightly pressured because producers and state\nenterprises were still adapting to the business-to-business (B2B)\ncooperation scheme.<\/p>\n<p>He also stated that approximately 75% of producers have met the\nminimum DMO distribution requirement of 35%. The government hopes the\nremaining producers will follow suit by March 2026.<\/p>\n<p>\u201cWe also report that approximately 75% of producers have already met\nthe minimum 35% threshold requirement, and we hope that the remaining\n25% of producers will also follow quickly in March,\u201d he said.<\/p>\n<p>According to him, various distribution obstacles that have emerged in\nthe field are now being gradually addressed through coordination between\nproducers, state-owned food enterprises, and regional governments.<\/p>",
