Towards political deregulation?<\/p>\n
President Soeharto has instructed the Indonesian Institute of
\nSciences (LIPI) to suggest a general election system that would
\nbest suit Indonesia in the future. The head-of-state also asked
\nLIPI to ponder on how many Armed Forces (ABRI) representatives
\nshould sit as members in the House of Representatives. The
\nPresident also paid attention to the question of ABRI's social-
\npolitical role because, the President said, questions have been
\nraised as to why the ABRI House members are appointed, and not
\nelected.<\/p>\n
The President's instruction indicates that the government --
\nthe head-of-state in particular -- does want the general
\nelections to proceed more smoothly, more democratically, more in
\nline with the existing aspirations and more in step with the
\ndemands of the times.<\/p>\n
With regard to the system of elections, experts agree that
\nboth the proportional representation system and the first-past-
\nthe-post system have their positive and negative sides.
\nConsidering this, a number of parties have said that an
\nalternative system should be found which combines the positive
\nelements of both.<\/p>\n
Apart from these problems, however, we hope LIPI will be able
\nto carry out the President's instruction with genuine
\nindependence, without being burdened in its efforts by
\naspirations from other parties. Does the President's instruction
\nsignal a imminent deregulation in the political sphere?<\/p>\n
