Ketapang Regency is the largest recipient, with realised oil palm DBH\nof approximately Rp18.13 billion.<\/p>\n
It is followed by Kampar Regency (Riau Province) with Rp17.43\nbillion, East Kotawaringin Regency (Central Kalimantan) with Rp16.67\nbillion, Rokan Hulu Regency (Riau Province) with Rp15.64 billion, and\nEast Kutai Regency with Rp15.16 billion.<\/p>\n
This dominance shows that the flow of oil palm DBH remains\nconcentrated in regions long known as the centres of the national oil\npalm plantation industry.<\/p>\n

The list of largest recipients reveals a pattern that is difficult to\noverlook. Nearly all of the districts with the largest realised oil palm\nDBH are located on the two islands that have long been the centres of\nIndonesia\u2019s oil palm production.<\/p>\n

The recipient map is not dominated by a single province<\/p>\n
Kalimantan indeed dominates through Ketapang, East Kotawaringin, East\nKutai, Berau, Kutai Kartanegara, North Barito and Tanah Bumbu regencies.\nHowever, Riau also places several districts among the largest\nrecipients, such as Kampar, Rokan Hulu, Pelalawan, Siak and\nBengkalis.<\/p>\n
Aceh also appears through Nagan Raya Regency, which is included among\nthe largest recipients. This pattern shows that the distribution of oil\npalm DBH follows the spread of long-established oil palm plantation\nareas, rather than merely provincial administrative boundaries.<\/p>\n
What is oil palm DBH?<\/p>\n
Oil palm DBH forms part of Transfers to the Regions under the Natural\nResource Revenue-Sharing Fund scheme. The funds derive from state\nrevenue related to the oil palm commodity, and are then distributed to\nthe regions in accordance with prevailing regulations in the State\nBudget (APBN).<\/p>\n
Oil palm DBH is calculated based on state revenue from the oil palm\nsector, which is then shared with producing regions and related\nregions.<\/p>\n
Under the applicable rules, the source of oil palm DBH comes from\nexport levies on palm oil and its derivatives, which are managed by the\ncentral government.<\/p>\n
