        "content": "<p>Toeing to IMF conditions<\/p>\n<p>The new agreement between the Indonesian government and the<br>\nInternational Monetary Fund is an improvement on the previous<br>\ntwo. But is that enough to ensure compliance by the Indonesian<br>\ngovernment where it was lacking before?<\/p>\n<p>The new agreement's provisions to allow continued fuel, rice<br>\nand soybean subsidies, and so help protect the poorest<br>\nIndonesians from the shock of economic restructuring, are<br>\nworthwhile. ...But these provisions never were the stumbling<br>\nblock to Indonesian compliance.<\/p>\n<p>This time the pressure on President Soeharto's government to<br>\ncomply will be greater. The Indonesian economy has deteriorated<br>\nfurther. The IMF has withheld its second US$ 3 billion<br>\ninstallment of aid because of Indonesia's failure to meet earlier<br>\nagreed conditions, including dismantling cartels and reforming<br>\nthe banking and legal systems.<\/p>\n<p>Already there are signs that delay in reforming the banks has<br>\nmade a bad situation worse, giving majority shareholders time to<br>\ncash out before being held responsible for the banks' debts. The<br>\ndelayed IMF payment will not now be made until there are clear<br>\nsigns of compliance with the latest agreement.<\/p>\n<p>--The Sydney Morning Herald<\/p>",
